C3M Enterprise Hardware Procurement Methodologies & Contract Structuring

Background
This Request for Information (RFI) is issued by the Airspace Mission Planning Division (C3M) of the Command, Control, Communications, and Battle Management (C3BM) Portfolio Acquisition Executive (PAE) located at Hanscom AFB, MA.

The purpose of this RFI is to gather unclassified information from industry to maximize participation in C3M's hardware procurements. The Government aims to identify best practices to mitigate supply chain volatility risks, reduce pricing uncertainties, and assess contract structure alternatives.

Work Details
The RFI seeks feedback on C3M's current hardware procurement methodologies and contract structuring. Key areas of interest include:
1) Economic Price Adjustment (EPA) for Volatile Memory (SSDs & RAM), exploring the use of a Fixed-Price contract with EPA to mitigate market risk;
2) Evaluation Articles and Contract Structuring, considering alternatives to requesting evaluation articles prior to award;
3) General Hardware Procurement Methodology, inviting recommendations for improvements.
