Description

The Air Force intends to have a Site Visit in conjunction with this sources sought to prepare to synopsize, solicit and award the following commodity:

The 76th CMXG requires the purchase of two (2) Electrical Test Consoles. This requirement must have the following specifications:

1. Two (2) each, Electrical Test Console

2. One (1) each, Mechanical/Electrical Engineering Design

3. One (1) each, Software Development Build and Training

A Firm Fixed Price type contract is contemplated.

System for Award Management (SAM) is required to receive any award. Contractors can register electronically at https://www.sam.gov/portal/public/SAM/ . The anticipated NAICS code for this requirement is 334515 with a size standard of 750 EMP.

The site visit will take place on 7 May 2025 from 10:00 AM 12:00 PM. If you will be attending the site visit, you must notify Melvyna Brewer at melvyna.brewer@us.af.mil and Andrew Hutchcraft at andrew.hutchcraft@us.af.mil by 2 May 2025 at 1600 CST. The email must contain who will be attending, phone numbers and emails for each individual. YOU MUST RSVP TO THE EMAIL BY THE STATED TIME AND DATE TO BE ALLOWED ON THE SITE VISIT. You will need to bring a driver's license to be allowed on the installation.

CAUTION:
This market survey is being conducted to identify potential sources that may possess the
expertise, capabilities, and experience to meet the requirements for qualification and
production of the Emerging Technology Digital Electrical Testers for use by United States Air
Force (USAF) personnel. The level of security clearance and amount of foreign participation in
this requirement has not been determined. Contractors/Institutions responding to this market
research are placed on notice that participation in this survey may not ensure participation in
future solicitations or contract awards. The government will not reimburse participants for any
expenses associated with their participation in this survey.
INSTRUCTIONS:
1. Below is a document containing a description of the Emerging Technology Digital
Electrical Tester requirement and a Contractor Capability Survey, which allows you to
provide your company's capability.
2. If, after reviewing these documents, you desire to participate in the market research, you
should provide documentation that supports your company's capability in meeting these
requirements. Failure to provide documentation may result in the government being
unable to adequately assess your capabilities. If you lack sufficient experience in a
particular area, please provide details explaining how you would overcome the lack of
experience/capabilities in order to perform that portion of the requirement (i.e., teaming,
subcontracting, etc.)

EMERGING TECHNOLOGY DIGITAL ELECRICAL TESTER
PURPOSE/DESCRIPTION
The Government is conducting market research to identify potential sources that possess the
production data/repair data, expertise, capabilities, and experience to meet qualification
requirements for the procurement of two (2) digital electrical testers. It shall include:

1. Two (2) each, Electrical Test Console
2. One (1) each, Mechanical/Electrical Engineering Design
3. One (1) each, Software Development Build and Training
The contractor shall design, build, deliver, and provide training for two electrical testers for
the Fuel Controls shop in 552nd CMMXS.

Part II. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and the nature of the goods and/or
services you provide. Include a description of your staff composition and management
structure.
2. Describe your company's past experience on previous projects similar in complexity to
this requirement. Include contract numbers, a brief description of the work performed,
period of performance, agency/organization supported, and individual point of contact
(Contracting Officer or Program Manager).
3. What quality assurance processes and test qualification practices does your company
employ? Please provide a description of your quality program (ISO 9001, AS9100, etc.)
4. Describe your company's capabilities for generating, handling, processing and storing
controlled unclassified information (CUI).
5. Describe your company's capabilities and experience in generating technical data,
engineering drawings and manuals. Identify what software programs are utilized to
generate these data products and what formats are available for delivered items.
6. Are there specific requirements in the documentation that we provide that would
currently preclude your product from being a viable solution to our requirement?
7. Include a detailed listing of facilities and equipment required to satisfy the requirements
of this effort.

Background
The United States Air Force (USAF) is conducting market research to identify potential sources for the procurement of two Digital Electrical Testers. This requirement is part of the 76th CMXG's initiative to enhance their capabilities in electrical testing and engineering design. The goal is to ensure that contractors possess the necessary expertise, capabilities, and experience to meet qualification requirements for these testers.

Work Details
The contractor will be responsible for the following tasks:
1. Design, build, and deliver two Electrical Test Consoles.
2. Provide one Mechanical/Electrical Engineering Design.
3. Develop software and provide training related to the build of these testers.

The contractor must ensure that all products meet the specifications required by the Fuel Controls shop in the 552nd CMMXS.
