Responses to this Sources Sought must be in writing. The Syracuse VA Medical Center, 800 Irvine Avenue, Syracuse NY 13210 has a requirement for A/E services to perform the studies to estimate the costs associated with extending the life of the existing garage and constructing a new smaller parking garage in the location of building 16, to include: Demolition of an existing 3,700 square foot single story office building (building #16), relocation of adjacent bulk oxygen storage tanks, and the construction of a small parking structure to accommodate 130 to 180 parking stalls which would replace a current off-site parking lease for overflow parking. The concept of such a small (three-level) parking structure is attached. Extending the life of the existing 990 stall garage by correcting all identified deficiencies found during the investigation. Assume repairs, modifications, and upgrades to be made in a 2029 construction project for estimating purposes. Savings due to cancellation of the 300-parking stall off-site J-lot parking lease upon completion of the replacement garage. Developing a construction cost estimate for complete replacement of a 990 stall parking garage, including the demolition of the existing, at the estimated end of life where repairs and upgrades are no longer feasible. Services shall be performed by a licensed structural engineer with experience and expertise in the structural evaluation of existing post-tensioned concrete parking structures and retrofit and repair recommendations to extend their useful life, and siting and designing new parking structures. The NAICS Code is 541330 "Engineering Services", with a size standard of $25.5M. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Syracuse VA Medical Center. This is not a solicitation. Background
The Syracuse VA Medical Center, part of the Department of Veterans Affairs, is seeking architectural and engineering (A/E) services to evaluate and extend the life of its existing parking garage while also constructing a new smaller parking garage.
The goal is to improve parking facilities for veterans and staff at the medical center located at 800 Irvine Avenue, Syracuse NY 13210.

Work Details
The contractor will perform the following tasks:
