Amendment 2 is issued to: 1) Add additional RFI questions and responses document to include inquiries through March 12, 2025, and 2) Make the following changes to the Request for SF330s: a) Revise paragraph E.1. to extend recent projects to within seven (7) years, b) Correct paragraph E.2. to add Licensed to the Structural Engineer requirement and Qualified Elevator Inspector (QEI) certification to the Elevator/Transport Specialist requirement, c) Extend the submission due date to March 31, 2025 at paragraph H.2., and d) Revise paragraph H.3.d. to allow for a smaller font for illustrations, tables, and graphics. All other terms and conditions remain unchanged. Background
The Department of Veterans Affairs (VA) Office of Construction and Facilities Management (CFM) Central Region is issuing this public announcement requesting Architect/Engineer (A/E) Qualifications (SF330s) for A/E services for a Facility Condition Assessment (FCA) for Veterans Integrated Services Network 7 (VISN 7).

The FCA is a tool used to obtain essential data through visual inspection of the technical and physical conditions of VA Medical Center (VAMC) facilities. The goal is to prepare a comprehensive report detailing identified corrective actions, with assessments updated every three years.

Work Details
The contractor shall perform an independent facility condition assessment, which includes: conducting tours, interviews, inspections, and research at various VA Medical Centers and VBA Regional Offices.

The assessment will cover approximately 9,108,017 gross square feet across about 235 buildings. Specific tasks include: grading deficiencies as 'D' or 'F', assigning risk levels to deficiencies based on the FCA Risk Level Matrix, coordinating with facility managers for site visits, obtaining access to necessary databases and documents, conducting quality control on update data, creating FCA Pending Basic Reports for each facility post-visit, and scheduling executive presentations to VISN and VARO.

The contractor must also ensure that elevator studies are available during site visits and verify functional descriptions of all buildings.

Period of Performance
All work for this requirement is to be completed within 360 calendar days after the Notice to Proceed (NTP).

Place of Performance
The assessment will take place at multiple locations including Atlanta (Decatur), GA; Augusta (Downtown and Uptown), GA; Birmingham, AL; Charleston, SC; Columbia, SC; Dublin, GA; CAVHCS in Montgomery and Tuskegee, AL; and Tuscaloosa, AL.
