V15-26-101, Update Facility Infrastructure Drawings

Background
The Department of Veterans Affairs (VA) is seeking qualified Architectural and Engineering (A&E) contractors to provide professional services for updating facility infrastructure drawings across various VA Medical Centers in VISN 15.

The goal of this contract is to ensure compliance with life safety standards and improve the overall safety and functionality of the facilities. The anticipated award date for the contract is no later than August 2026, contingent upon the availability of funds.

Work Details
The contractor will provide comprehensive architectural, fire protection engineering, life safety, and code consulting services to update existing life safety drawings or develop new ones based on existing architectural drawings.

Tasks include conducting site visits for assessments, reviewing existing conditions, and developing life safety plans in compliance with Joint Commission and VA requirements. Specific tasks include:
- Conducting fire protection and life safety assessments.
- Developing life safety plans using AutoCAD or Revit formats.
- Providing a complete set of life safety drawings detailing fire protection features, means of egress, occupancy classifications, and other relevant building features.
- Updating architectural backgrounds where renovations have occurred.
- Producing a report detailing findings and recommendations based on field observations.

Additionally, the contractor will update architectural, mechanical, electrical, and plumbing (AMEP) systems using Building Information Modeling (BIM). This includes reviewing existing documentation, conducting field surveys to collect data on AMEP systems, developing a comprehensive BIM model, and ensuring quality assurance throughout the process.

Place of Performance
The work will be performed at various locations including Wichita VA Medical Center (KS), Eastern Kansas Healthcare System (Leavenworth and Topeka), Kansas City VA Medical Center (MO), Columbia VA Medical Center (MO), Saint Louis Healthcare System (Jefferson Barracks and John Cochran in St. Louis, MO), Marion VA Medical Center (IL), and Poplar Bluff VA Medical Center (MO).
