NRM Remodel Building 88 for CLC Space Oxygen System Robert Weeks

Background
The Department of Veterans Affairs, Roseburg VA Health Care System, is seeking to award a firm fixed-price contract for a Commissioning Agent to oversee the execution and performance of an Architect/Engineering (A/E) firm.

This contract aims to provide comprehensive services for the remodeling of Building 88 for the CLC Space Oxygen System at the Roseburg VAMC. The goal is to ensure that the design and construction processes comply with VA guidelines and specifications.

Work Details
The Commissioning Agent will be responsible for the following tasks:
- Provide Schematics, Design Development, Construction Documents, Technical Specifications, and As-Built Documentation.
- Conduct Site Visits and provide Construction Period Services.
- Prepare Cost Estimates and ensure compliance with design drawings and specifications.
- Support solicitation services, professional field inspections during construction, coordination with commissioning requirements, review of construction submittals for compliance, and maintain comprehensive logs (RFI logs, submittal logs).
- Attend pre-bid, post-award, and commissioning kick-off conferences; provide minutes of weekly construction meetings; generate punch-list reports; and ensure timely responses to requests for information (RFI).
- Provide documentation for construction modifications and attend final acceptance inspections.

Period of Performance
The anticipated period of performance is 685 calendar days from the issuance of the Notice to Proceed (NTP), which includes 235 days for completion of the final report with recommendations for design processes and an additional 270 days for Construction Period Services.

Place of Performance
The contract will be performed at the Roseburg VA Medical Center located at 913 NW Garden Valley Blvd, Roseburg OR 97471-6523.
