The purpose of this notice is to publicize the consolidation determination and finding for the subject anticipated solicitation in accordance with FAR 7.107-5(c). The Department of Veterans Affairs, Veterans Health Administration has determined that the subject anticipated procurement is necessary and justified to consolidate. Network Contracting Office (NCO) 20 plans to solicit offers for VISN 20 s Engineering Services MATOC IDIQ to support facilities in Alaska, Idaho, Oregon, and Washington states, and has conducted market research that demonstrates consolidation of this procurement to be both necessary and justified. Engineering services will cover studies, design, and construction period services as needed.
Background
The Department of Veterans Affairs, Veterans Health Administration, through Network Contracting Office (NCO) 20, has determined that the anticipated procurement for Engineering Services MATOC IDIQ is necessary and justified to consolidate. This contract aims to support facilities in Alaska, Idaho, Oregon, and Washington states. The consolidation is based on market research indicating that it is both necessary and justified.

Work Details
The contract will establish a Multiple Award Task Order Contract (MATOC) Indefinite Delivery Indefinite Quantity (IDIQ) with approximately eight awardees, providing engineering services with a total shared capacity of $65 million. The engineering services will include studies, design, and construction period services as needed.

The MATOC IDIQ will be for a five-year period consisting of a base year and four one-year options. This acquisition will be solicited under full and open conditions as a total set aside for Service-Disabled Veteran Owned Small Businesses (SDVOSBs).

Period of Performance
The contract will be performed over a five-year period with a base year followed by four optional one-year extensions.

Place of Performance
The contract will be performed in the states of Alaska, Idaho, Oregon, and Washington.
