Background
The Department of Veterans Affairs, Hampton VA Healthcare System, is seeking sources to award a firm fixed-price contract for Architect/Engineer (A/E) services related to the Non-Recurring Maintenance (NRM) project 590-25-101, which involves the renovation of Building 135.

This project aims to enhance administrative space and ensure compliance with the latest code requirements and VA design standards. The estimated construction cost ranges from $10,000,000 to $20,000,000.

Work Details
The A/E shall provide comprehensive design and construction period services for the renovation of Building 135, which encompasses 26,988 square feet of administrative space.

Key tasks include:
- Complete demolition of interior finishes (flooring, windows, ceilings, bathrooms)
- Replacement of the HVAC system from a 2-pipe to a 4-pipe system
- Renovation of plumbing and electrical systems to meet current codes
- Evaluation and rectification of any structural deficiencies found during assessment.

Additional responsibilities include site investigation for permits, environmental surveys (lead, asbestos), preparation of construction drawings and specifications, third-party construction estimates, and ongoing construction period services such as submission reviews and site visits. The A/E must also conduct an Infection Control Risk Assessment in collaboration with VA Safety staff.

Period of Performance
The total contract period is 890 calendar days. This includes design completion within 345 days, procurement activities within 180 days post-design completion, followed by a construction period lasting 365 days from the award date.

The work will be performed at Hampton VA Medical Center located at 100 Emancipation Drive, Hampton, VA 23667.
