Question: We d like to clarify if the owner or incorporator of the A/E firm should be a veteran in order to get qualified to bid for the solicitation? Answer: In order to be eligible as a Service Disabled Veteran Owned Small Business Concern (SDVOSBC), you and your business must meet the following criteria: The Service Disabled Veteran (SDV) must have a service-connected disability that has been determined by the Department of Veterans Affairs or Department of Defense The SDVOSBC must be small under the North American Industry Classification System (NAICS) code assigned to the procurement The SDV must unconditionally own 51% of the SDVOSBC The SDVO must control the management and daily operations of the SDVOSBC The SDV must hold the highest officer position in the SDVOSBC Question: Does a Joint Venture have to be CVE verified at the time of submitting the SF330? Answer: A joint venture is a separate legal entity. If a joint venture is to qualify for a SDVOSB set-aside, it must be separately verified in the VIP database at time of SF330 submission. Question: Can you clarify the requirement of SHPO ? Answer: Here is a portion of the scope of work related to SHPO. STATE HISTORIC PRESERVATION AND SECTION 106 COMPLIANCE: Provide professional historical and archeological services in support of various constructions, property acquisition, and lease property undertakings. This IDIQ Contract supports the Department of Veterans Affairs (DVA) Central Office Historical Preservation Program in consultation as required under Sections 106 and 110 of the National Historic Preservation Act (NHPA). Because DVA projects are federally funded, these projects are classified as federal undertakings, and thus must be compliant with NHPA. In most cases a full Class III Cultural Resource Evaluation Report will be required. Some sites may have been previously evaluated, but many will require updated forms and reports. File searches will be frequent. Reports must be completed to the Secretary of Interior s Standards for Archaeological and Historic Preservation (48CFR47716-42) and the California State Historic Preservation Office (SHPO) standards. These reports must be complete and accurate, and fully support consultation with the California SHPO. In addition to field surveys for these cultural evaluations and production of high quality reports to support SHPO consultation, the A/E may be requested to make recommendations for mitigation of impacts to cultural properties and may be requested to develop data recovery plans acceptable to SHPO. Data recovery actions may be required, and Historic American Buildings Survey/Historic American Engineering Record (HABS/HAER) documentation may be required. Section 106 and 110 consultation support services (coordinating on behalf of the Department of Veterans Affairs) with SHPOs.
