Background
The Pacific Northwest Regional Office of the U.S. Bureau of Reclamation (BOR) is conducting market research for an indefinite delivery, indefinite quantity (IDIQ) contract for Architect and Engineering (A&E) and other professional services. This IDIQ will support the Tributary Habitat Program’s (THP) efforts to improve fish habitat in the Columbia and Snake River basins within the state of Idaho, south of and including the Clearwater drainage. The purpose of the habitat improvement projects is to support the THP’s efforts to improve fish habitat in the Columbia and Snake River basins which are part of the Columbia River System (CRS). The THP represents Reclamation as one of the three CRS Action Agencies (U.S. Army Corps of Engineers, Reclamation, and the Bonneville Power Administration) who, in response to Endangered Species Act (ESA) consultations, develop and implement a suite of actions to improve fish habitat in tributaries to the Columbia and Snake Rivers. The goal of this work is to develop conditions for salmon and steelhead listed under the ESA by improving flows, removing passage barriers, improving spawning and rearing conditions as well as habitat enhancement activities which foster the naturalization of channels.

Work Details
The work primarily includes habitat complexity projects ranging in size from short reaches up to 2 miles in length, on rivers with an average annual flow common with large Columbia River Basin tributaries. Designs often require multiple iterations, 1- and 2-dimensional modeling, reviews and buy-in from numerous stakeholders with varying objectives.

The contractor may be required to perform various tasks including engineering and engineering-related services, environmental services and compliance, geologic resources analysis, water resources management, technical support, surveying, studies and reports, meetings and presentations. Additionally, there are specific requirements such as providing complete engineering design drawing and construction specification packages, natural channel design including analysis of hydrology, geomorphology, and riparian ecology; writing reports accessible to the public supported by scientific information; rendering conceptual drawings; preparing applications for necessary permits; performing wetland delineations; developing restoration/planting plans; producing GIS products; attending and leading project team meetings; coordinating with multiple stakeholders and special interest groups.

Period of Performance
The IDIQ contract is anticipated to have a ceiling amount of $12 million over a span of 5 years.

Place of Performance
The work is located within the state of Idaho, south of and including the Clearwater drainage.
