Background
The National Cancer Institute (NCI) Office of Space and Facilities Management is seeking to procure Architect and Engineering (AE) services through a contract that will support various projects in the Washington Metropolitan area, including Bethesda, Rockville, Gaithersburg, and Frederick, Maryland. This contract is being issued under the Brooks Architect-Engineer Act and aims to provide comprehensive design and construction management services necessary for the successful completion of NCI projects.

Work Details
The contractor shall provide a range of professional services including but not limited to: architectural, interior design, structural, civil engineering, mechanical, electrical, plumbing, fire protection engineering, laboratory planning, asbestos surveys, scheduling and estimating. Specific tasks include:
- Responding to Requests for Information (RFIs)
- Issuing addenda and Construction Change Directives
- Reviewing submittals and documenting construction progress
- Conducting assessments of existing infrastructure conditions for NCI facilities
- Preparing graphics for facility assessment reports
- Utilizing CADD for drawing preparation and data management
- Supporting master planning documentation
- Performing construction management duties including oversight and acting as the owner’s representative.

All designs must comply with the latest NIH Design Requirement Manual (NIH DRM). The contractor is also responsible for producing complete and coordinated design documents that adhere to applicable federal specifications.

Period of Performance
The contract will have a five-year ordering period during which task orders will be issued as needed.

Place of Performance
Work will be performed in the Washington Metropolitan area including Bethesda, Rockville, Gaithersburg, and Frederick in Maryland.

Bidder Requirements
Bidders must demonstrate competence and qualifications in architect-engineering services. Key personnel must be credentialed professionals licensed to practice in their respective fields.
