Division of Water and Power Architect-Engineer Multiple Award Contract (DWP-AE-   13

Background: The Division of Water and Power Architect-Engineer Multiple Award Contract (DWP-AE-MAC) is being issued by the Indian Affairs (IA) to acquire a full range of architectural and engineering services related to the Safety of Dams Branch (SOD) and Irrigation and Power (I&P) Branch. The SOD Branch ensures that dams under the jurisdiction of the Bureau of Indian Affairs (BIA) do not present unacceptable risks to public safety and property loss. The I&P Branch provides technical assistance, oversight, and project management to 16 congressionally authorized irrigation projects and three power projects. The goal of the contract is to promote self-determination, economic opportunities, and public safety of tribes through the sound management of dam facilities and irrigation and power projects.

Details: The tasks/services to be completed under the contract include:

- Assistance with dam safety engineering
- Emergency management
- Dam security
- Dam operations, management, and maintenance
- Technical assistance, oversight, and project management for irrigation projects
- Technical assistance for power projects
- Design of irrigation facilities
- Design of electrical power utilities
- Asset evaluation of irrigation and power facilities
- Cost estimating, life cycle cost analysis, and value engineering for irrigation and power facilities
- Safety evaluation and safety management for irrigation and power facilities
- Construction management and oversight services
- Water rights and water resources engineering
- Economic analysis of irrigation projects, irrigated agriculture, and power utilities

Period of Performance: The contract will be performed over a five-year period starting no earlier than April 2023.

Place of Performance: The contract will be performed at various locations in 10 western states where BIA irrigation projects are located: Washington, Oregon, California, Idaho, Nevada, Montana, Wyoming, Utah, Arizona, New Mexico. The three power projects are also associated with BIA irrigation projects and are located in and around the accompanying irrigation projects.
