The objective of this effort is to obtain an annual subscription from the Original Equipment Manufacturer (OEM), Honeywell, for semi-annual software updates to the Terrain Awareness Warning System (TAWS) Tactical Database for United States Government (USG) C-130J users. The TAWS Tactical Database will be updated every 6 months in order to maintain flight safety and mission capability. The subscription will include 431 planes: 363 Air Force, 54 Navy/Marine, and 14 Coast Guard. Each plane will receive two updates per year. Each update will be received via a designated secure website for the purpose of downloading the TAWS Tactical database.

Currently, the United States Government's minimum needs can only be satisfied by Honeywell. This is due to the use of the Honeywell proprietary algorithm compression tool used to compact or compress the combined database.

Due to the circumstances described herein, the activity requests authority to acquire annual subscription updates of the Terrain Awareness and Warning System tactical database listed in this document using Other Than Full and Open Competition as prescribed by 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901). This action will be a Firm- Fixed Price (FFP) definitive contract with a base 12 month delivery schedule and three 12 month option periods.
