Description

The United States Air Force, Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), PEO Training Directorate (AFLCMC/WN), Simulators Division (AFLCMC/WNS), Wright-Patterson AFB, Ohio intends to negotiate a sole source contract to Lockheed Martin (LM) Rotary and Mission Systems, CAGE 16331, located at 100 Global Innovation CIR, Orlando, Florida 32825-5003 for production and modifications under a 10-year, 5-year base/5-year option, Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The IDIQ will include production and delivery of various ATDs and MTDs for C-130J devices/systems/instructions to locations around the world.

This acquisition is being pursued under the sole source basis under the statutory authority 10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements; therefore, a solicitation is not available for this procurement.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVEPROPOSALS. However, the Government will consider all response received within 15 calendars days after the date of publication of this synopsis. A determination by the Government not to open requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

Background
The United States Air Force, specifically the Air Force Materiel Command (AFMC) and the Air Force Life Cycle Management Center (AFLCMC), is pursuing a sole source contract with Lockheed Martin (LM) Rotary and Mission Systems for the continued production and modifications of training devices related to the C-130J aircraft.

The contract aims to support the training needs of various military branches, including the USAF, US Navy, and US Coast Guard. The goal is to ensure that aircrew members receive adequate training through advanced simulation technologies. Lockheed Martin has been awarded previous contracts for similar services due to its unique qualifications and proprietary data rights associated with C-130J systems.

Work Details
The contract will include the production and delivery of various Aircrew Training Devices (ATDs) and Maintenance Training Devices (MTDs) for C-130J systems. Specific items include:
- Weapon Systems Trainers (WSTs), including a Re-configurable WST
- Cockpit Procedures Trainers
- Loadmaster Fuselage Trainers
- Loadmaster Part Task Trainers
- Multi-Function Training Aids
- Fuselage Trainers (FUTs)
- Observer Training Aids.

Additional potential devices may include Integrated Cockpit Systems Trainers (ICSTs), Enhanced ICSTs (EICST), Engine Propeller Trainers, Avionics Maintenance Trainers, Aircraft Interface Monitors, and Flight Control Trainers. The contract also encompasses TSSC functions such as Program Management, Engineering Support, Courseware Development, Quality Assurance, Cyber Security Support, and Simulator Certification Support. The estimated procurement includes approximately seven WSTs, two FUTs, and an EICST.

Period of Performance
The contract will have a 10-year period of performance consisting of a five-year base ordering period followed by a five-year option period.

Place of Performance
The products will be delivered to various locations around the world as required by the USAF and other military branches.
