16 Jan 2020: If offerors plan to hand deliver proposal to the Contracting Office at Robins AFB, be advised that by order of the Installation Commander, the Trusted Travel program at Robins AFB is terminated. All personnel requesting entry onto the Installation shall meet all requirements contained in AFI 31-113. 100% ID verification for all individuals/passengers is mandatory. Those not in possession of a CAC, DBIDS card, Dependent or Retired ID, must be vetted and sponsored.

Any Offeror that plans to hand deliver proposal to the Contracting Office at Robins AFB is required to contact, via email, Victor Conner, victor.conner@us.af.mil, Sharnarra Reid, sharnarra.reid@us.af.mil, and Beckie King, beckie.king@us.af.mil, one day prior to the date of drop off, so that arrangements can be finalized for a contracting representative from to meet Offeror at the Robins Visitor's Center, parking lot, to pick up proposal. AFLCMC/WLNKA representative(s) will not sponsor offerors onto Robins AFB.

AFMC AFLCMC/WLNKA, C-130 Mobility, at Robins AFB GA, anticipates issuing a Request for Proposal for C-130 Contract Depot Maintenance [Unscheduled Depot Level Maintenance UDLM)/Programmed Depot Level Maintenance (PDM)] and Mid-Cycle Paint to address service capability to complete overflow C-130 UDLM/PDM Contract Depot Maintenance and Mid-Cycle Paint that cannot be accomplished organically due to capacity constraints at the USAF Air Logistics Complexes.

This will be a five year Indefinite Delivery/Indefinite Quantity contract with pricing arrangements
of predominately Firm Fixed Price (FFP) but will also include a mixture of other contract types for
Travel (Cost Reimbursable No Fee), Fuel (Cost Reimbursable No Fee), and Over and Above (O&A) (Time
and Material).

This effort is for a best value source selection per FAR 15, Contracting by Negotiations, as
supplemented. The Government intends to award one contract to an Offeror within the CONUS region.
Foreign companies will not be permitted to participat
in the competition.
