1.0 Synopsis / Description:

This notice is for an intent to sole source and is being issued with no restriction to business size standard. The NAICS used for this notice is 541613, Marketing Consulting Services/Management and Advisory, which has a size standard of $19 million. Only responses from SAM.gov registered businesses under NAICS 541613 will be accepted. This notice is for commercial services prepared in accordance with Revolutionary FAR Overhaul (RFO) 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only notice; challenges to this notice will be accepted, upon which an actual combined synopsis and solicitation will be issued. A written solicitation will not be issued. This acquisition currently has no Defense Priorities and Allocations System (DPAS) ratings. This requirement is subject to availability of funding per RFO 52.232-18.

Technical Characteristics:

This requirement covers in-game branding and awareness marketing at Brigham Young University (BYU) football games during the 2026 football season. BYU manages these activities in house and does not bid out to additional parties. An approved DA2575 and an approved justification to limit competition is on file. A redacted J&A for competition is attached along with a statement of work.

1.1 Set-Aside / FAR Regulation:

Any award resulting from this notice will be made under a sole source; however, should a successful challenge, as determined by the UTARNG under a Lowest Price Technically Acceptable (LPTA) evaluation criteria, be submitted a combined synopsis/solicitation with a order of precedence as follows will be issued:

In accordance with RFO 19.104, any awards under a resulting combined synopsis/solicitation will be made on a competitive basis as full and open.

1.2 Contract Type / Evaluation Criteria:

This notice is subject to availability of funds per RFO 52.232-18. The contract type for this procurement will be Firm-Fixed Price (FFP) and challenge evaluation criteria will be based on the LPTA evaluation criteria. A challenger must clearly demonstrate how they will work with BYU to meet the requirements in the attached statement of work.

1.3 Eligibility For Award:

The offer must be registered in System for Award Management (SAM) upon submission of proposal and at the time of award to be eligible for the award. All firms or individuals responding must meet all standards required to conduct business with the Government, including having an active SAM registration and be in good standing. All qualified responses will be considered by the Government. Submissions must include Unique Entity Identification and CAGE code for the entity who may potentially receive the award, and the vendor's point of contact. If a SAM.gov registration cannot be confirmed the quote will be considered non-responsive.

Prospective offerors may obtain information on registration at WWW.SAM.GOV. IAW RFO 52.204-7 and DFARS 252.204-7007 Alt A, prospective vendors must be registered in the SAM database prior to award. An invalid SAM registration shall be a determining factor for award and your bid may be disqualified for not being registered and active in SAM.gov.

1.4 Challenges:

Challenges must be submitted to the United States Property and Fiscal Office (USPFO) Purchasing and Contracting (P&C) Division no later than 0700 AM (Mountain) 15 July 2025. All submissions should be sent via email to: otha.b.henderson.civ@army.mil . Questions regarding this requirement may also be directed to this email, with sufficient time to do any research to answer questions prior to the closing of this posting. Questions received after 9 July 2026 will likely not be answered. Responses received after the stated deadline will be considered non-responsive and will not be considered. Challenges must include a full technical proposal, not simply an affirmative statement that the vendor will meet the requirement. Challenges not submitted with a full technical proposal will be considered non-responsive.
