The Phoenix Area Indian Health Service (IHS) is conducting market research only to determine the availability of qualified sources capable of providing Water Softener Installation Services.

BUY INDIAN ACT

The IHS Contracting Officer will give priority for all purchases, regardless of dollar value, by utilizing ISBEE set-aside to the maximum extent possible. Each acquisition of supplies, services or construction that is subject to commercial items (FAR 12.209) or Simplified Acquisition Procedures (SAP) (FAR 13.106) must be set-aside exclusively for ISBEEs.

This notice is issued solely for information and planning purposes; it does not constitute a Request for Quotation (RFQ), or a promise to issue an RFQ in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the Government is not seeking quotes, or proposals at this time.

Interested parties shall follow the instructions on how to respond that are listed in the attachment SS-IHS1511400-Buy Indian.

Background
The Phoenix Area Indian Health Service (IHS) is conducting market research to identify qualified sources for Water Softener Installation Services. The Parker Indian Health Services Health Care Center has not been softening their water supply for an unknown period, and the existing water softener is outdated.

There is also a need for a reverse osmosis (RO) unit to protect sterilization equipment from damage caused by unfiltered city water. The goal of this contract is to install a new water softener system and an RO unit at the Parker Indian Health Care Center located at 12033 W Agency Ave, Parker, AZ 85344.

Work Details
The scope of work includes:
A. Removal and disposal of the existing water softener.
B. Installation of a new CSM – 2” 210 Duplex Progressive Flow Water Softener with a 30 x 50 brine tank, which includes all necessary labor and materials for uncrating, setting in place, assembling, installing, operational check-out tests, adjustments, and verification that the system removes hardness.
C. Installation of an Ultrapure Water Treatment System - 2000 GPD Reverse Osmosis with a 250-gallon storage tank, pretreatment, UV disinfection, 0.2um post filters, and a 2 HP duplex pump; this also includes necessary labor and materials for installation and plumbing connections, operational tests, adjustments, and verification that the system removes contaminants.
D. Training for Parker Health Care Center Facilities Management Staff on the operation and maintenance of both systems.
E. The contractor will be responsible for all design, equipment, parts, materials, supervision, labor, travel expenses, per diem costs required to complete the project as described in this Scope of Work.
F. The contractor must provide manufacturer warranties and operation manuals for all equipment.

Period of Performance
The contract will allow for a period of performance of 30 days from the date of the Notice to Proceed (NTP).
