Business Systems Modernization-Selective Service System

Background
The Selective Service System (SSS) is a federal agency established under the Military Selective Service Act (MSSA), with a mission to register men and maintain a system that can rapidly provide manpower in a fair and just manner.

The agency currently operates multiple legacy systems that require modernization to improve interoperability, scalability, operational efficiency, cybersecurity, data governance, and long-term maintainability. The SSS seeks to modernize and consolidate its enterprise business capabilities through the implementation of interoperable Commercial Off-The-Shelf (COTS) technologies and associated services. This effort will be executed through an Indefinite Delivery Indefinite Quantity (IDIQ) contract for various services as outlined in the Performance Work Statement (PWS).

Work Details
The contractor shall provide all labor, materials, tools, equipment, facilities, management, supervision, and other resources necessary to modernize, integrate, deploy, and sustain enterprise business capabilities supporting SSS operations. Key tasks include:

1. Enterprise Registration and Data Management: Ingesting, validating, normalizing data from various sources; maintaining registrant records; supporting data governance; providing data quality controls; and enabling secure automated data exchanges.

2. Registrant Services and Case Management: Supporting secure registrant self-service operations; managing claims submissions; providing workflow automation; and maintaining audit trails.

3. Future Operations: Supporting random selection processes; notification workflows; logistics management; personnel tracking; and continuity of operations.

4. Enterprise Analytics: Delivering dashboards and reporting capabilities for decision-making support.

5. Security Compliance: Maintaining compliance with federal cybersecurity requirements and supporting identity management.

Period of Performance
The period of performance will be specified at the task order level.

Place of Performance
Work may be performed at Government facilities, Contractor facilities, or approved remote locations.

Bidder Requirements
Bidders must demonstrate experience with modernizing enterprise systems using COTS technologies. They should have capabilities in cybersecurity compliance (FISMA Moderate), project management expertise, relevant technical certifications for key personnel, and experience in delivering similar modernization projects.
