At this time, questions concerning the composition and requirements for a future RFP will not be entertained. 2.0 SUBJECT: The Defense Health Agency's Deputy Assistant Director for Information Operations/J-6 (DAD IO/J-6) is conducting market research to assess availability of performing business analytic support to identify, manage, evaluate and recommend solutions to support the portfolio rationalization effort to transition the legacy systems capability and to identify course of action for the systems identified for consolidation or termination. This effort shall be executed using the Defense Health Agency (DHA) Business Analytics Tool (BAT) which is powered by Symantec Open Source Software (SEMOSS) analytic platform. Additionally, this contract shall provide program analytic services to support the strategy, management and execution of Advanced Technology Development, Health Information Technology (HIT) innovation and technical architecture modernization efforts of the Office of the Chief Technology Officer (OCTO), HIT Directorate for the DHA utilizing the BAT/SEMOSS tool set as the analytic source for recommendations and strategies. In line with the above goal, DHA wishes to obtain information from all sources who possess the ability to perform the tasks required. 3.0 BACKGROUND: The DHA OCTO is focused on improving the strategy, management and execution of Advanced Technology Development, HIT Innovation, Technical Architecture and Electronic Health Record (EHR) modernization efforts. Together these areas are helping drive improvements in HIT that will help enhance the timely capture and exchange of health care data provided to our nation's service members, their families and beneficiaries. Prior to DHA's Initial Operating Capability (IOC), many of the efforts were fragmented, infantile and/or run by varying organizations with different sets of priorities and strategic missions (e.g., Army Medicine versus Navy Medicine). Sequencing these efforts under the OCTO will ultimately help reduce costs and amplify the value of the DHA's HIT portfolio by taking a more disciplined, value-based and joint approach to the investigation, evaluation and incorporation of new health information technologies. The SEMOSS tool provides this analysis and will help drive the analytics for a more standardized approach for leadership to make decisions. Based on the success of this contract, the OCTO, DHA HIT J6 Solutions Delivery Division (SDD) and the Army Office of the Surgeon General (OTSG) are collaborating to utilize metrics driven methodologies via predictive analytics tools for portfolio management and to support EHR modernization efforts. This contract is intended to allow for increased support to divisions/agencies seeking portfolio management or analytics using the SEMOSS tool. SEMOSS is an open source application under the ASL v2 license, which DHA holds the copyright. It's an innovative, open source application platform that allows users to solve challenging problems by exploring and uncovering connections in data, creating tailored visualizations, and running custom algorithms. DHA has a need for technology investment strategy to fulfill long term objectives and near term functional gaps due to the continuous flux of the technology environment it is up to DHA to get ahead of the curve to know what specific technologies to target and when to target them in the future. To address this issue and improve return on technology investment, the DHA leverages SEMOSS to maintain a dynamic health innovation roadmap called Long Range Technical Architecture (LRTA) which enables proactive and evidence-based HIT research investment decisions that better support key strategic objectives, initiatives, and drivers across the agency. 4.0 RESPONSE INSTRUCTIONS: Respondents should address the all of the following in their capabilities statement: 4.1 Organization Information: a. Your company's program management plan and control policies that adhere to standard industry practices. Must demonstrate the ability to accurately track projects and ensure timely completion of projects. b. General information and technical background describing your firm's experience within the last three to five years; specifically with contracts similar in scope, complexity and size to meet the program objectives in accordance with the draft Performance Work Statement, to include the simultaneous response to multiple stakeholders to account for program management, business analytics support, application planning, program analysis and support services. c. Demonstrated working knowledge and experience (not to include the development) of the SEMOSS analytic platform tool performing program and business analysis. d. Sufficient information/details to determine how you fully meet the requirements as specified in the draft tasks listed in the Performance Work Statement provided in the attachment. 5.0 SMALL BUSINESS SET ASIDE: The Government has not determined the set-aside capability, if possible, at this time.
