This is a combined synopsis/solicitation in accordance with Subpart 12.6. This is an IDIQ-Requirements contract for the delivery of bulk neat polymer. This solicitation 191BWC24R0008 is issued as a Request for Proposal (RFP). See attached SOW and RFP.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-02 dated December 22, 2023.

Offerors are urged to submit questions in writing, in advance by email to seone.jones@ibwc.gov, referencing the solicitation number RFP 191BWC24R0008 Bulk Neat Polymer Nogales (NIWTP) in the subject line. NO PHONE CALLS WILL BE ACCEPTED. Questions should be submitted to arrive no later than close of business day April 19, 2024 at 2PM Mountain time. While every effort will be made to provide meaningful responses or clarifications to all inquiries, no answer shall be binding by the Government unless submitted in writing by potential offerors and subsequently answered in writing by the Contracting Officer by means of a formal amendment to this solicitation and posted to SAM.gov.

This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 325211 Plastics Material and Resin Manufacturing with a corresponding small business standard of 1,250 employees. The Product Service Code (PSC) for this requirement is 9135 Liquid Propellant Fuels and Oxidizers, Chemical Base.

Only offers from small businesses will be considered for this solicitation.

Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your proposal via e-mail directly to seone.jones@ibwc.gov referencing the solicitation number RFP 191BWC24R0008 Bulk Neat Polymer Nogales (NIWTP) in the subject line

Proposal shall be good for 120 Days.

Offer due date/local time: April 29, 2024; 2:00 pm MDT.

Active UEI (Unique Entity Identifier) must be included with your offer.

Evaluation of Offer The Government will award a contract resulting from this solicitation to the lowest price technically acceptable proposal meeting or exceeding the acceptability standards for non-cost factors.

The following factors will be evaluated for technical acceptability: 1. Technical Capability 2. Price 3. Past Performance. A Government determination that an Offerors proposal is not acceptable for any of the factors shall render the Offeror's entire proposal as not acceptable. Offeror shall submit the following information with its proposal.

Factor 1: Technical Requirement

1. Delivery information

Delivery shall be in bulk form and placed in a 4,100-gallon storage tank at the (NIWTP) located at 865 Rio Rico Industrial Park Rio Rico, Az. 85648.

2. Projected usage is 1700 gallons per month. Contractor shall guarantee delivery within 14 days of notification of shipment request. Deliveries shall be on a needed basis; Delivery hours shall be between 7:30 am and 3:00 pm Monday thru Friday excluding Federal holidays. USIBWC is under no obligation to purchase any specific amount of product.

3. Contractor shall be able to provide five different polymers as follows: C-9545 Polymer, C-6288 Polymer, C-9455 Polymer, C-6266 Polymer, WE-2623 Polymer. The Government will determine which polymer shall be delivered. (This is based on which polymer will best serve the needs of the NIWTP). Tests and studies may need to be conducted at a later date.

  • Contractor shall be required to provide all necessary equipment including trucks, trailers, pumps, hoses, as necessary to get the Neat Polymer pumped into the site storage tank.
  • The contractor shall be responsible for all maintenance activities and expenses related to trucks, trailers, and other equipment needed to deliver polymer pump into the site storage tank.
  • The contractor shall ensure that all necessary equipment for delivery and pumping is in safe working condition and that all inspections are performed as required by any regulatory agency having jurisdiction.

Factor 2: Pricing

This will be lowest priced technically acceptable offer. Offeror with the lowest price will be considered for award.

Factor 3: Past Performance

Past Performance is evaluated but will not be rated.

Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.

Background
The United States International Boundary and Water Commission (USIBWC) operates and maintains the Nogales International Wastewater Treatment Plant (NIWTP) in Rio Rico, Arizona. The NIWWTP currently treats approximately between 14 and 16 Million Gallons per Day (MGD) of raw sewage entering from Nogales, Mexico, Arizona and Rio Rico Az. The NIWTP has been upgraded to provide Biological Nutrient Removal (BNR). The Waste Activated Sludge (WAS) is sent to the Rotary Drum Thickener for thickening followed by open pit aerobic digestion or sludge can be sent directly to open pit aerobic digestion.
Digested sludge flows from the aerobic digester to the waste sludge storage pond to be pumped into two belt filter presses for polymer assisted sludge dewatering. Belt Press systems and Rotary Drum Thickening systems do not work without polymer to assist in dewatering sludge into biosolids. If biosolids cannot be produced, it will cause both the aerobic digester and waste sludge storage pond to overflow creating a serious human and environmental hazard.

Work Details
The contractor shall supply and deliver liquid 'neat' Polymer in bulk form for dewatering aerobic digested sludge. Contract shall be for one (1) base year and four (4) option years. Delivery shall be in bulk form and placed in a storage tank (4,100 gal. capacity) or delivered in totes at the NIWTP located at destination: 865 E. Frontage Rd, Rio Rico, Az. 85648. Polymer projected usage is approximately 1700 gallons per month. Contractor shall guarantee delivery within 14 days of notification of shipment request. Deliveries shall be on a needed basis; Delivery hours shall be between 07:30 am and 3:00 pm Monday thru Friday excluding Federal holidays. USIBWC is under no obligation to purchase any specific amount of product. Contractor shall be able to provide five different polymers as follows: C-9545 Polymer, C-6288 Polymer, C-9455 Polymer, C-6266 Polymer, WE-2623 Polymer.
