FY25 Bulk Fuels Facility Groundwater Treatment System Operations,

Kirtland Air Force Base, Albuquerque, New Mexico

The proposed procurement is a total small business set aside, and thus competition is limited to bidders identified as a small business under NAICS is 562910, with a size standard of 1,000 employees. The solicitation will be issued on or about 6 June 2025, with proposals due on or about 6 July 2025.

THE PROJECT services are to address groundwater contamination associated with historical releases from the Bulk Fuels Facility (BFF) at Kirtland Air Force Base (KAFB). The primary objective of this contract is to fulfill KAFB obligations to address groundwater contamination resulting from historical releases of the BFF. A full range of environmental remedial services are necessary to meet stringent Department of Defense (DoD) quality requirements and to meet complex and evolving regulatory criteria. The services include but are not limited to: planning; permitting; regulatory compliance; collection of contaminant, geochemical, lithologic, hydraulic, and mechanical data; interpretation of chemical data sets to make assessments of contaminant nature extent and degradation processes; use of operational data to generate optimized system designs; perform remedial treatment system operation and construct system upgrades; produce technical documents capable of withstanding subject matter expert scrutiny.

Estimated duration of the project is 60 months (5 years) (one base year plus 4 option years)

THE PROJECT will be advertised as a Request for Proposal. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. The proposed procurement will result in a firm-fixed price contract. OFFERORS MUST BE REGISTERED with System for Award Management (SAM), in order to receive a Government Contract award. To register, the SAM Internet address is: https://sam.gov/content/home.

This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors' responsibility to check the following address daily for any posted changes to this solicitation. For security reasons, all technical and engineering data related to this solicitation will be distributed using the SAM.gov system. SAM.gov is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested offerors must register with SAM.gov or they will not be able to download information from the site. Registration instructions can be found on the website at https://sam.gov/content/home. Contractors registered with SAM.gov may view and/or download this solicitation and all amendments from the Internet AFTER SOLICITATION ISSUANCE. Offerors are encouraged to post notices of prospective subcontracting opportunities on the website.
