1.This amendment is issued to update Attachment I Sheppard PWS w Appendix M, to change the Appendix M (2) HOURS OF
OPERATION. The following changes apply:
-Fuel Dispatch Center (DCO) Monday - Friday 0730-2300
-Quality Surveillance (LT) Monday Friday 0730-2300
-Service Station Operation (Automated) (FDSO) Monday Friday AR

Amendment 0008

This amendment is issued to conduct the following:

1. The closing date of the solicitation is extended from January 31, 2022 to February 3, 2022 at 3:00 PM Fort Belvoir, VA time.

2. Due to variable wages and medical insurance benefits resulting from variable employee seniority and family status in the CBA for Vance respectively, offerors are to utilize the following rates in building their price proposals. Any adjustments attributable to actual employee seniority and family status submitted by the awardee will be evaluated upon award:

a. Offerors use the lowest hourly rate per labor category in the Attachment VII Vance WD CBA-2018-11471 and not incorporate any increases due to seniority. Per FAR 52.222-41 (n) Seniority list, the employee seniority list will be provided not less than 10 days prior to completion of any contract being performed.

b. Offerors use the Medical Insurance rates for a single employee listed in the attached CBA for all proposed CBA covered employees.

3. All other terms and conditions remain the same.

Amendment 0007

This amendment is issued to conduct the following:

1. The closing date of the solicitation is extended from January 28, 2022 to January 31, 2022 at 3:00 PM Fort Belvoir, VA time.

2. Updated Attachments are added to the solicitation:

a. Attachment I Sheppard PWS w Appendix M (1-25-22)(see highlights in Appendix M of the attachment)

b. Attachment II Vance PWS w Appendix M (1-25-22) (see highlight in Appendix M of the attachment)

3. The following language is updated in Section L of the SF1449 (RFP):

a. Under Proposal Format and Content.

NOTE: Offerors may submit an offer for one or both locations. Offerors interested in submitting proposals on both installations need only submit one copy of the Volume I Technical/Management Proposal, Volume II Past Performance, and the Volume III Price Proposal (see below for additional requirements on each Volume).

b. Under Proposal Content, g.) Proposal Volumes, Volume I: i.) now states:

Technical/Management Proposal

No more than one (1) 80 single-sided, 8 1 2 x 11 pages, including Appendices and Attachments if submitting for one base only. Technical Proposals less than 80 pages are permitted.

No more than one (1), 90 single-sided, 8 1 2 x 11 pages, including Appendices and Attachments if submitting for both locations. Technical Proposals less than 90 pages are permitted. See Section M.

4. Questions and Answers are added to this solicitation.

1.This amendment is issued for the following:
To extend the invite to submit the name(s) of individuals for the Pre-Proposal Conference in Section L-0002 L198 PREPROPOSAL CONFERENCE (SERVICES) (DLA ENERGY JUL 2018). The date is extended from December 7, 2021 to December 8, 2021 at 5pm EST (local FT Belvoir Time).

Solicitation SPE603-22-R-0502 is a follow-on requirement for non-personal, Government-owned, Contractor-operated (GOCO) Aircraft & Ground Fuel Services and Storage & Distribution services at Sheppard Airforce Base, TX and Vance Airforce Base (AFB), OK. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Sheppard AFB and Vance AFB. The contractor must provide all personnel, equipment, tools, materials, supplies and supervision necessary to receive, maintain, store, sample and test, internally transfer and issue petroleum products. The contractor will be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during nominal and adverse conditions.

The period of performance for Sheppard AFB is from August 1, 2022 through July 31, 2026 for a four-year base period and one five-year option period from August 1, 2026 through July 31, 2031 and an option to extend for no more than six-months from August 1, 2031 to January 31, 2032. The period of performance for Vance AFB is from June 1, 2022 through May 31, 2026 for a four-year base period and one five-year option period from June 1, 2026 through May 31, 2031 and an option to extend for no more than six-months from June 1, 2031 to November 30, 2031. A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with FAR 15.101-2 will be used for this acquisition.

The offerors' proposals will be evaluated against the established evaluation criteria and standards as found in the Performance Work Statement (PWS) and Section M of the solicitation.
