Bulk Chemical Delivery for Yuma Desalting Plant - IDIQ
The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Lower Colorado Basin, Yuma Area Office has an ongoing requirement for bulk chemicals to be delivered to the Yuma Desalting Plant in Yuma, Arizona.
The Government anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts, however the Government reserves the right to award one or none. The base contract will be for a five-year ordering period. The estimated maximum value for the IDIQ contracts is $1,800,000.00. Fixed price delivery orders will be issued as required. The minimum guarantee is $500.00 per contract.
The chemicals required are as follows: Liquid Chlorine, Hydrated Lime, Liquid Ferric Sulfate, Sulfuric Acid, and Anhydrous Ammonia.
This requirement is restricted as a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) Code assigned to this project is 325180, All Other Miscellaneous Chemical Product and Preparation Manufacturing with a corresponding small business size standard of 1,000 Employees.
This acquisition will be procured in accordance with FAR Part 12 Acquisition of Commercial Products and Commercial Services, and FAR 13 Simplified Acquisition Procedures. IDIQ award will be made based on lowest price for Delivery Order 1. Delivery Order 1 prices will be binding.
Registrations: In order to be awarded a contract an offeror must have a Unique Entity Identifier (UEI) number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.

Background
The U.S. Department of the Interior (DOI), Bureau of Reclamation, Lower Colorado Basin, Yuma Area Office has an ongoing requirement for bulk chemicals to be delivered to the Yuma Desalting Plant in Yuma, Arizona. The goal of this contract is to ensure a reliable supply of essential chemicals for the operation of the desalting plant.

The Government anticipates awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) type contracts with an estimated maximum value of $1,800,000.00 over a five-year ordering period.

Work Details
The required chemicals include:
- Liquid Chlorine
- Hydrated Lime
- Liquid Ferric Sulfate
- Sulfuric Acid
- Anhydrous Ammonia.

The minimum guarantee per contract is $500.00. Delivery orders will be issued as needed based on individual requirements and pricing will be determined through competitive quotes for each delivery order. All deliveries must comply with specified safety regulations and include necessary documentation such as a Bill of Lading and Safety Data Sheets.

Period of Performance
The overall contract performance period consists of a five (5) year ordering term which will begin at the time of award.

Deliveries will be made to the U.S. Department of the Interior, Bureau of Reclamation, Yuma Desalting Plant, 7301 Calle Agua Salada, Yuma, Arizona 85364.
