Bulk Bio-Diesel Fuel Purchase

Background
The U.S. Army Corps of Engineers is seeking a contractor to provide biodiesel fuel for its operations. The goal of this contract is to procure up to 240,000 gallons of soy-based biodiesel blend that meets the ASTM D6751 standard, ensuring compliance with federal procurement standards and environmental considerations.

Work Details
The contractor shall provide up to 240,000 gallons (-20%, +0%) of Biodiesel blend (Grades B10 - B14 acceptable). The biodiesel must be soy-based and meet ASTM D6751 standards.

Fuel will be delivered from the contractor's facility or tankers directly into CE64 Fuel Storage Barge on the Mississippi River. The approximate fueling dates are between 14 OCT 2025 and 28 OCT 2025, with fueling typically taking 2-3 days.

A licensed tankerman must be provided during the transfer of fuel. Additionally, the contractor shall furnish biocide, anti-gel, and a diesel fuel treatment made from Hydrotreated Heavy Paraffinic Distillate CAS # 64742-54-7 with a concentration <90%. All additives must be mixed in each compartment prior to fuel transfer. Any biobased products supplied must meet USDA BioPreferred’s minimum biobased content level.

Period of Performance
The approximate dates for fueling are between October 14, 2025, and October 28, 2025.

Place of Performance
Fueling will occur on the Mississippi River within 50 river miles of the U.S. Army Corps of Engineers Service Base.
