Description

The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for a Government Owned, Contractor Operated (GOCO) bulk and retail fuel, and Alongside Aircraft Refueling services at (NAS) Whidbey Island, Washington. The contractor shall establish, operate, and maintain one GOCO bulk and retail fuel, and Alongside Aircraft Refueling service point and one retail service point at sites designated by the Government. Specific requirements for each site are listed in Appendix D of the PWS (which shall be posted at issuance of the solicitation).

The contractor will provide fuels management services to include Alongside Aircraft fuel delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key management, product quality, and environmental compliance at Whidbey Island, Washington, using best commercial standards. The contractor shall be responsible for and furnish as required all personnel, equipment, material and/or facilities necessary for providing these services.

DLA Energy will follow source selection procedures utilizing the Best Value / Tradeoff evaluation process in accordance with FAR 15.101-1 for this acquisition. The base period of performance for the resulting contract will be four years, with one five-year options and one six-month extension to renew for a possible 9 years and 6 months contract. Performance is expected to begin on or around January 2017.

A pre-proposal conference will be conducted at Whidbey Island, Washington by DLA Energy at 9:00 a.m. EST on or around May 17, 2016.

This solicitation will be conducted using unrestricted full and open competition; the NAICS code is 493190 and the threshold is for $27,500,000.00 in annual receipts. All responsible offerors may submit an offer for consideration.
