Background
The Regional Procurement Support Office (RPSO) Frankfurt is issuing this Combined Synopsis/Solicitation for Building Maintenance Services at the U.S. Consulate General Osaka-Kobe, Japan.

The U.S. Government aims to establish a single firm-fixed price Blanket Purchase Agreement (BPA) to ensure the provision of necessary maintenance services at the consulate, supporting its operational mission.

Work Details
The contractor must provide managerial, administrative, and technical personnel to execute both scheduled and unscheduled maintenance work orders.

Key tasks include:
1. Performing routine and preventive maintenance services, including inspections, repairs, and general upkeep of the facility to ensure safety and functionality.
2. Managing maintenance requests through a tracking system and coordinating with the consulate's representative.
3. Ensuring continuity of services during staff absences or increased workloads.
4. Responding promptly to emergency maintenance issues such as power outages or plumbing failures, detailing response times and procedures for resolution.
5. Implementing quality assurance processes to monitor service delivery and performance standards.

Period of Performance
The BPA has a total ordering period of 60 months, structured into five individual ordering periods of 12 months each: May 1, 2026 – April 30, 2027; May 1, 2027 – April 30, 2028; May 1, 2028 – April 30, 2029; May 1, 2029 – April 30, 2030; May 1, 2030 – April 30, 2031.

Place of Performance
The contract will be performed at the U.S. Consulate General Osaka-Kobe Building, Mansfield House, and the Consul General's Residence in Japan.
