Building and Equipment Life Cycle Management for Preventive and Demand Maintenance Through Aberdeen Proving Ground Facility Management Support (FMS), General Fund Enterprise Business System (GFEBS)

Background
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is seeking to identify parties capable of providing Asset, Preventive and Demand Maintenance Work Order Management, and Inventory Management Services for the Directorate of Public Works (DPW) at Aberdeen Proving Ground (APG).

The goal of this contract is to support the functional requirements of DPW and their customers while adhering to the Army’s Policies and Guidelines, specifically IMCOM’s Facility Preventive Maintenance Guide. This contract will facilitate effective management of maintenance services for buildings and equipment across various locations within APG.

Work Details
The contractor shall provide comprehensive Asset, Work Order, and Inventory Management Services. Key responsibilities include:

1. Asset Management: Conducting equipment surveys on prioritized facilities, managing data creation and updates in GFEBS, and developing new Preventative Maintenance Plans (PM Frequency and Task List), including attaching relevant technical documents.

2. Work Order Management: Receiving, processing, and initiating all types of work orders (Demand Maintenance Orders, Preventative Maintenance Orders, Project Work Orders, Operation Work Orders). The contractor will track, document, and report all completed maintenance in GFEBS while ensuring data quality assurance and control.

3. Warehouse Inventory Management: Implementing inventory management in GFEBS, performing receiving procedures for materials, conducting annual inventories to verify items, and managing materials used for maintenance orders.

Period of Performance
The estimated period of performance for this Indefinite Delivery, Indefinite Quantity (IDIQ) contract is five years from the date of award.

Place of Performance
Aberdeen Proving Ground (APG), Edgewood Area APG, Adelphi Laboratory Campus (ALC), Graces Quarters, and Blossom Point in Maryland.
