This project will be announced as Solicitation No. W912DR23R0033.

This proposed procurement is a Competitive 8(a) Set-Aside: NAICS 236220 Commercial and Institutional Building Construction with a size standard of $45,000,000.00.

Project Description: Building 1822 Renovation Project, Ft. Belvoir, Virginia

The U.S. Army Corps of Engineers, Baltimore District (NAB), has been tasked to solicit for and award construction services for the renovation of Building 1822, Fort Belvoir, Virginia.

The objective of this project is to design and renovate an existing one-story metal prefabricated structure. Building 1822 measures approximately 40,000 square feet. The intent of the building renovation is to provide office space for the U.S. Army Protective Service Battalion (CID) and be code compliant space for two building tenants.

Building components and systems to be repaired include heating, ventilation, and air conditioning (HVAC), sanitary, electrical, fire alarm and suppression system, and building information systems, doors and windows, ceilings, floor coverings, interior partitions, loading dock, interior and exterior finishes. Hazardous materials (HAZMAT) were identified in a survey. Additional asbestos containing materials (ACM) found or exposed will be abated according to Federal and State requirements. All other HAZMAT will be addressed by this project.

The work includes building renovation with hazardous material, demolition and abatement, architectural, mechanical and plumbing, electrical and lighting, fire protection, and incidental related work, to include but not limited to a Sensitive Compartmented Information Facility (SCIF).

The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Construction duration is approximately 730 calendar days from Notice to Proceed. Additional information in accordance with the statement of work will be included in the Request for Proposal (RFP) package.

This procurement is anticipated to be a firm-fixed price contract procured in accordance with FAR 15, Contracting Negotiations, under a Two-Phase Design-Build (DB) Best Value Tradeoff Process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. It is anticipated that Phase I will be released on or about 21 April 2023.

Phase I of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of the SAM.gov system. To familiarize vendors with the system, please go to https://www.SAM.gov. The media through which the Government chooses to issue this solicitation will be the internet only. The solicitation will not be issued in paper format.

Phase II of the solicitation will only be available to those offerors selected to advance to Phase II.

Vendors must be registered with the System for Award Management (SAM) database to receive a Government Contract award. Vendors must also be registered in the representations & certifications applications (included in SAM). Vendors may register for SAM online at www.sam.gov or by calling 1-836-606-8220.
