Purpose

In accordance with FAR Part 10 and DFARS PGI 206.302-1, SSP is conducting market research and notifying vendors of the following:

SSP requires services to maintain and continue development of a custom Budget and Planning Tool in support of SSP Board of Directors (BOD) Review and other Planning, Programming, Budgeting and Execution (PPBE) activities.

As a result of the restricted software rights associated with the frameworks used to develop the Budget and Planning Tool prototype, SSP anticipates to award a a follow-on contract to Pioneering Evolution LLC a sole-source basis. This contract action will be executed in accordance with the statutory authority of 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements.

Description of Requirements

The requirement is to further develop the a web-based Budget and Planning Tool prototype. This tool will support and allow SSP and its Field Activities to maintain a detailed and locked program financial database. The Budget and Planning Tool enables unique SSP integrated business process solutions for PPBE efforts including the creation and management of SSP budget packages,' external budget exhibits, internal budget structures, and financial reporting. This acquisition also includes a requirement for ongoing program, technical and maintenance support of the Budget and Planning Tool.

The anticipated contract type is a firm-fixed price (FFP) and cost-reimbursement contract with a base 12-month period of performance and four 12-month option periods.

Minimum Qualifications

Interested sources must demonstrate the ability to perform the requirements outlined herein despite the restricted rights associated with the Budget and Planning Tool prototype.

Capability Package Submittal Requirements

Interested sources shall submit a capability statement in Microsoft Word (compatible format) or PDF format that is restricted to no more than three 8.5 X 11 inch pages, in Times New Roman font no smaller than 10 point. Packages are due no later than Wednesday, March 17, 2022, 1600 (EST) and shall be submitted via e-mail to at cametra.puryear@ssp.navy.mil. SUBJECT LINE of e-mail submittal must state "N0003022R4024 Budget Planning Tool Capability Package March 2022".

All submittals shall include the following information, which shall not be considered included in the aforementioned maximum three-page limit.

1. Company Administrative Information, including:

a. Company Name;

b. Company Point of Contact (email and phone) and Title;

c. Company Address;

d. DUNS No; and

e. CAGE Code

2. Under which NAICS code(s) do you currently provide similar services?

3. Identify your business size or small business socio-economic status (if applicable).

4. Identify current GSA or GWAC contract currently possess which can potentially fulfill this requirement and associate SIN number.

5. Specifics addressing the subject matter expertise, capability, and experience with regard to the products and services described above.

6. Related past performance information.

Place of performance: SSP expects contract performance will occur primarily at the contractor's site.

Responders should indicate which portions of their response are proprietary and should mark them accordingly. It is the responsibility of the interested businesses to monitor the SAM.gov website for additional information pertaining to any potential acquisition and provide security clearances if necessary.
