Description

The Federal Aviation Administration (FAA); En route Construction Group, AAQ540 Boston, intends to prequalify contractors interested in receiving the Request for Offeror (RF0) for work associated with the replacement of air handlers and computer units at the Boston Air Route Traffic Control Center (ARTCC) located at 35 Northeastern Blvd., Nashua, NH.
The RFO will be issued to the prequalified contractors (short-list) which is limited to the highest scoring six (6) or fewer if six contractors do not meet the requirements of the SIR.
The North American Industrial Classification Standard is 238220 - $18.5 million. This procurement is available for full and open competition. All qualified contractors are encouraged to respond.

Background
The Federal Aviation Administration (FAA), Terminal Design Group, Boston Office, AAQ540, is seeking to prequalify contractors for the replacement and upgrade of the HVAC system at the Burlington, VT Air Traffic Control Tower (ATCT) located at 1250 Airport Dr, South Burlington, VT.

The goal of this contract is to modernize the air conditioning and air handling equipment to ensure efficient operation and compliance with current standards.

Work Details
The contractor shall provide all labor, materials, equipment, tools, transportation, and supplies required to complete the work as per the plans and specifications.

Key tasks include:
- Creating a phase plan/construction sequencing for approval;
- Removing and replacing existing Direct Digital Control (DDC) building automation system;
- Providing temporary heating/cooling units during demolition;
- Removing two self-contained units with humidifiers;
- Installing new split systems;
- Constructing new refrigerant piping structural support;
- Extending railings on the roof;
- Replacing two computer room air conditioning units and their condensers;
- Replacing air handling units serving various areas including TRACON and Base Building;
- Replacing a packaged rooftop unit;
- Replacing a heat pump system with a ductless heat pump system;
- Conducting Testing, Adjusting, Balancing and Commissioning for all new HVAC equipment;
- Replacing a 225A power panel.

Period of Performance
The Request for Offer (RFO) will be issued to prequalified contractors in late June 2025 with an anticipated contract award by August 2025.
