BTRP Regional Eurasian Sustainment and Training

Background
The Defense Threat Reduction Agency's Biological Threat Reduction Program (BTRP) seeks to protect the United States, its Armed Forces, and allied nations from biological threats by strengthening partner countries' capabilities to prevent, detect, and prepare for pathogen outbreaks.
BTRP collaborates with partners across the Eurasian Area of Responsibility, including former Soviet Union states, to construct, renovate, equip, and sustain laboratories supporting biosafety, biosecurity, and biosurveillance functions.

Work Details
Facility design and systems assessments, repair and maintenance including:
- HVAC
- Incinerators
- Security and alarm systems
- Power regulators
- Generators
- Effluent treatment systems
- Water filtration

Equipment replacement, maintenance, and certification including:
- Biosafety cabinets
- Autoclaves

Consumable procurement including:
- Reagents
- Personal protective equipment
- Proficiency testing samples

Training programs covering:
- Biosafety and security
- Bio-risk management
- Sample packaging and transportation
- Facility maintenance
- Physical security
- Waste management
- Cyber security

Workshops on proficiency testing, diagnostics, and epidemiology.

Rapid assessment of laboratory facilities to identify immediate issues and root causes and deliver courses of action compliant with WHO BMBL and other international, regional, and national standards within 30 calendar days.

Sustaining and maintaining biosafety and biosecurity capabilities including physical infrastructure repair, facility systems maintenance, equipment certification, and consumables.

Assessing, designing, and implementing refresher BS&S and BSV training and workshops at the facility level.

Conducting regional workshops and trainings for technical exchange and best practices sharing.

Place of Performance
Laboratories and facilities across the Eurasian Area of Responsibility, including but not limited to Armenia, Georgia, Azerbaijan, Kazakhstan, and Uzbekistan.

Bidder Requirements
Experience designing, building, and sustaining complex BSL-2 and BSL-3 laboratory structures in the Eurasian AOR.
Experience providing highly technical biosafety, biosecurity, and biosurveillance training with language and cultural translation in Eurasia.
Ability to obtain licenses and certifications required to operate across European and Eurasian countries.
Knowledge and application of VAT exemption mechanisms across multiple countries.
Knowledge and application of engineering and construction regulations within the Eurasian AOR and FSU states.
Ability to procure and manage maintenance and sustainment contracts.
Capability to manage multiple concurrent activities with onsite oversight in multiple countries.
Ability to perform rapid facility assessments and develop WHO BMBL–compliant courses of action.
