United States Special Operations Command anticipates procuring Life Cycle Contractor Support to sustain peculiar and closed loop systems installed on Army Special Operations Aviation Command aircraft on a sole source basis with Boeing Sikorsky Aircraft Support LLC (a Joint Venture between The Boeing Company and Sikorsky Aircraft Corporation), located at 7224B Nightstalker Way, Fort Campbell, KY 42223. The proposed action is for services for which the Government does not own specifications and drawings, thus making full and open competition impracticable if not impossible due to the expense of acquiring the rights to this data even if the owners of the data were willing to sell the rights to the technical data. The anticipated period of performance for this action is one eight-year ordering period from January 2018 through December 2025.

The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, Only One Responsible Source. Firms that feel they can provide this service are encouraged to identify themselves. This notice of intent is not a request for competitive proposals, however the Government will consider all capability statements, proposals, or quotations submitted by responsible sources. Capability statements shall be submitted to aaron.b.martin12.civ@mail.mil prior to 1600 Eastern Time on 15 April 2016. A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The release date of the solicitation is currently estimated to occur during late summer or early fall 2016.
