Bryant Christie Global Maximum Residue Level Database Access

Background
The U.S. Department of Agriculture (USDA) is seeking on-demand access to up-to-date, comprehensive information on maximum residue levels (MRLs) for agricultural products worldwide, with a particular emphasis on trade in specialty crops. MRLs represent the highest acceptable amount of residual pesticide or veterinary drug that a country allows to remain present in an agricultural commodity. The international Codex Alimentarius recommends science-based standards for MRLs on a commodity-by-commodity basis, but individual countries retain the right to set their own MRL limits. The increasing divergence of national standards and greater enforcement of maximum residue levels creates challenges for the international agricultural marketplace.

Work Details
The contractor will provide a subscription to a database of current, pending, and proposed MRLs, disaggregated by commodity, compound/substance, and country or market of destination. The data shall be inclusive of pesticide MRLs established by the U.S. Environmental Protection Agency (EPA), veterinary drug MRLs established by the U.S. Food and Drug Administration (FDA), and foreign market MRLs. The portal shall be available for access from any web connection and should be intuitive and easy to navigate. Additionally, the contractor will provide quarterly reports on system use and may be required to participate in meetings or discussions up to four times per year.

Base Year: 08/13/2023 – 08/12/2024; Option Year 1: 08/13/2024 – 08/12/2025; Option Year 2: 08/13/2025 – 08/12/2026; Option Year 3: 08/13/2026 – 08/12/2027; Option Year 4: 08/13/2027 – 08/12/2028

Place of Performance
All work will be performed consistent with the offeror’s normal business practices and policies; work at government facilities will not be authorized.
