Description

The National Oceanic and Atmospheric Administration (NOAA) will be releasing a BAA to explore options to transition from hardware-based ground radio processing to cloud-based soft-ware applications. The purpose of the BAA will be to explore the feasibility of using enterprise multi-mission RF digitization in combination with Software-Defined Radios (SDRs) and Front-End Processing (FEP), as developed with cloud-based capabilities, in support of telemetry processing for its satellite program(s) of record.

Through the BAA, NOAA, National Environmental Satellite, Data, and Information Service (NESDIS) will be requesting demonstrations to aid in the next steps regarding the viability of utilizing commercial sector capabilities for expansion of the NESDIS Common Cloud Framework (NCCF) where applicable and has identified the utilization of cloud-based core digital ground capabilities required for enterprise-level support of Space-to-Ground Communications (SCM) in the near-term as an area that warrants further exploration. NOAA's expectation is to use the results of the demonstrations and studies to gain a deeper understanding of the options to transition to a Common Service-based Enterprise Ground Architecture.

The BAA will be open to all industry and Academia. Universities, Institutions. Small Businesses are encouraged to submit their own response, and/or to join other entries as team members in submitting responses to the BAA.

Background
The National Oceanic and Atmospheric Administration (NOAA), through its National Environmental Satellite, Data, and Information Service (NESDIS), seeks to transition from hardware-based ground radio processing to cloud-based software applications.

The goal is to leverage enterprise multi-mission RF digitization, Software-Defined Radios (SDRs), and Front-End Processing (FEP) within a Common Cloud Framework to support telemetry processing for NOAA’s operational satellite programs.

The results of proposed demonstrations and studies will inform NOAA’s move toward a Common Service-based Enterprise Ground Architecture.

Work Details
Respondents must design and demonstrate a cloud-based core digital ground capability that integrates enterprise multi-mission RF digitization with software-defined radios and front-end processing to support Space-to-Ground telemetry.

Tasks include:
- Feasibility studies of cloud-hosted SDR and FEP architectures
- Demonstration of end-to-end RF signal digitization, processing, and telemetry decoding in a commercial cloud environment
- Integration with the NESDIS Common Cloud Framework
- Performance evaluation against NOAA satellite telemetry requirements
- Delivery of technical reports and recommendations for transitioning to an enterprise-level ground architecture

Period of Performance
To be determined upon award; anticipated duration based on demonstration and study requirements outlined in the BAA.

Place of Performance
Primarily cloud-based environment leveraging commercial cloud service providers, with integration and testing support at NOAA/NESDIS facilities as required.

Bidder Requirements
Open to all U.S. industry and academic organizations, including universities, institutions, and small businesses.

Offerors may submit independently or form teams. No specific security clearances or professional licenses are imposed beyond those necessary for handling NOAA satellite telemetry data.
