THIS IS A SOURCES SOUGHT FOR MARKET RESEARCH PURPOSES ONLY.
The Federal Bureau of Investigation (FBI) requests new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories and services on Breeze Eastern Hoists (Part Number: BL-29900-30-1) for the FBI UH-60M helicopter fleet.

This is a Sources Sought notice/Request for Information (RFI). This is not a formal solicitation. Any formal solicitation will be announced separately at a later time. Information provided to the Government because of this posting is strictly voluntary and given with no expectation of compensation and clearly provided at no cost to the Government. Contact with Government personnel, other than the Contract Specialist or Contracting Officer, by potential offerors or their employees regarding this requirement is strictly prohibited.

The summary is as follows:

The contractor shall provide new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories, and services on Breeze Eastern Hoists (Part Number: BL-29900-30-1) for the FBI UH-60M helicopter fleet. Vendor repair and overhaul maintenance facility shall be able to perform major scheduled and unscheduled inspections in support of the FBI's mission.

The contractor shall furnish new, repaired, or overhauled OEM-approved parts, accessories, and supplies necessary to support Breeze Eastern Hoists (Part Number: BL-29900-30-1).

The anticipated contract type will be firm fixed price.
The FBI is interested in obtaining information from industry. Both large business concerns and all categories of small business are encouraged to respond to this request. The North American Industry Classification System (NAICS) Code anticipated for this requirement is 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing and small business size standard in number of employees for the selected NAICS is 1,550 employees

Breeze Eastern Helicopter Hoist Repair

Background
The Federal Bureau of Investigation (FBI) is seeking to establish a Blanket Purchase Agreement (BPA) for the provision of new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories, and services specifically for Breeze Eastern Hoists (Part Number: BL-29900-30-1) utilized in their UH-60M helicopter fleet.

The FBI's Critical Incident Response Group (CIRG), Tactical Helicopter Unit (THU) operates these helicopters for sensitive law enforcement, national security, and emergency response missions. Continuous operational availability of these hoists is critical to mission success, necessitating timely access to qualified service providers capable of delivering necessary parts and technical support.

Work Details
The contractor shall provide the following: new, overhauled, and repaired OEM and FAA approved hoists and hoist parts, accessories, services, inspections, and technical support for Breeze Eastern Hoists (Part Number: BL-29900-30-1).

The vendor's repair and overhaul maintenance facility must be capable of performing major scheduled and unscheduled inspections. All parts provided must be OEM-approved or OEM-certified, meet FAA airworthiness requirements under Title 14 CFR Part 21, comply with FCC requirements under Title 47 CFR Part 15, and be commercially available with traceability to the manufacturer or authorized repair source. The contractor shall not provide counterfeit or unapproved parts.

Period of Performance
The geographic location(s) the product will be delivered to or performed at.

Place of Performance
Services will be performed at the contractor's facility as well as at locations designated by the FBI for the UH-60M helicopter fleet.

Bidder Requirements
Eligible contractors must be authorized to provide new, overhaul, repair, and inspection services for Breeze Eastern hoists at the time of award and throughout the period of performance. Contractors are required to comply with all applicable laws, regulations, and standards including Title 14 CFR. Vendors must provide company information including Unique Entity ID, Cage Code, business size status (large or small), point of contact details including name, title, telephone number, business address, email address; number of years in business; and past performance related to similar projects.
