Description

The objectives of this requirement are the operation and daily care of a year-round outdoor breeding colony of free-ranging Indian-origin Macaca mulatta (rhesus) monkeys. The actual colony size is expected to be approximately 2800- 3000 animals at the initiation of this contract. The contractor shall be responsible for accepting the colony at the designated site with existing facilities and arranging for the lease of Morgan Island from the South Carolina Department of Natural Resources. The colony is currently located on Morgan Island, near Beaufort, South Carolina. Morgan Island will be utilized solely for Government owned animals provided hereunder or progeny from facilities and resources related to this contract on Morgan Island. Morgan Island nor the dock sites will be utilized to support any other animals that may be located at the Contractor's facilities, these are standalone facilities and shall not be used to support other activities.

The scope of this requirement is to: lease Morgan Island from the State of South Carolina and secure mainland dock access for the duration (and only the duration) of the contract; and to provide for the year-round, daily care and maintenance of a non-human primate (NHP) breeding colony and structures on the island.

Background
The contract is for the operation and daily care of a year-round outdoor breeding colony of free-ranging Indian-origin Macaca mulatta (rhesus) monkeys. The colony consists of approximately 2800-3000 animals and has been in place for over 30 years. The colony is used to provide animals for critical research within NIAID at the NIH and its collaborators. The contractor must work closely with NIAID to oversee and manage the colony. The objectives of the contract are to lease Morgan Island from the State of South Carolina, secure mainland dock access, and provide year-round, daily care and maintenance of a non-human primate breeding colony and structures on the island.

Work Details
The contractor shall be responsible for accepting the colony at the designated site with existing facilities and arranging for the lease of Morgan Island from the South Carolina Department of Natural Resources. The scope of this contract includes leasing Morgan Island, securing mainland dock access, providing year-round daily maintenance of a non-human primate breeding colony, ensuring animal welfare and regulatory compliance, handling animal status and shipments, reporting requirements and deliverables, technical proposal overview, technical plan/approach, staffing/personnel, past performance, scientific and technical personnel, facilities, equipment, project management, options, other considerations.

Period of Performance
The period of performance will be for one year beginning approximately March 27, 2023 through March 26, 2024. If Options to extend the term of the contract are exercised, the Contractor shall provide 9.74 full time equivalents (FTEs) per year for the option periods 1 through 4 (contract years 2 through 5). Additionally, if necessary, NIAID may extend the period of performance by 6 months beyond end date of the contract.

Place of Performance
The contract will be performed on Morgan Island near Beaufort, South Carolina.
