1. This is a combined synopsis/solicitation for commercial a Brand Name item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

2. The solicitation number is W912L6-24-R-9712 issued as a Request For Proposal (RFP) in accordance with the requirements of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, using the procedures of FAR Part 13, Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated May 22, 2024. The FAC and FAR are available at https://www.acquisition.gov.

3. This solicitation is a Small Business Set-Aside with the North American Industry Classification System (NAICS) code 333912, Air and Gas Compressor Manufacturing with a size standard of 1,000 Employees and Product and Service Code (PSC) 4240, Safety and Rescue Equipment.

4. The Government will not reimburse any costs incurred or associated with in relation to the preparation of a proposal for this solicitation, W912L6-24-R-9712.

5. It is the Government's intent to award a Lowest Price Technically Acceptable (LPTA) Firm Fixed Price (FFP) contract for a Breathing Air High Pressure Compressor System for the Oklahoma Army National Guard (OKARNG) 63rd CST WMD and intends to award without discussions.

7. Contractor shall provide all the described equipment as stated in the Statement of Work (SOW) as an attachment in this solicitation.

8. Delivery and Acceptance will be FOB Destination, per the delivery location stated in the SOW.

9. Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services applies to this acquisition, to include any addenda to the provision. Provisions and Clauses are attached to include the technical evaluation criteria for award.

10. The Offeror is required to have a current and active registration in the System for Award Management (SAM) website, https://sam.gov at the time the proposal is submitted and not in a pending status, as well as, no exclusions.

11. Questions shall be submitted via email by or before 26AUG2024 not later than 1:00 p.m. CST to MacKenzie Boyd at mackenzie.a.boyd.civ@army.mil and Harvetta Taylor at harvetta.r.taylor.civ@army.mil .

12. It is the Offeror's responsibility to ensure all questions and proposal documents are received prior to the close date and time. No phone calls.

Background
The solicitation W912L6-24-R-9712 is issued by the Oklahoma Army National Guard (OKARNG) for the procurement of a Breathing Air High Pressure Compressor System.
