The U.S. Army Corps of Engineers Baltimore District requires a contractor to perform PFAS remedial investigations and related environmental services at four Base Realignment and Closure (BRAC) sites nation-wide. This is a total small business set aside based on NAICS 562910 size standard of 1,000 employees. See the request for proposal and attachments for full information. Amendment 0001: Reference documents provided in attachments. Amendment 0002: The purpose of this amendment is to provide responses to questions submitted to ProjNet and revisions to the solicitation. Background
The U.S. Army Corps of Engineers Baltimore District requires a contractor to perform PFAS remedial investigations and related environmental services at four Base Realignment and Closure (BRAC) sites nation-wide. This is a total small business set aside based on size standard of 1,000 employees. The executing agent for this contract is the U.S. Army Corps of Engineers (USACE), Baltimore District. The U.S Army Office of the Deputy Chief of Staff (ODCS), G-9, BRAC Division (Div) and USACE will be responsible for conducting oversight of the investigations, including reviewing draft document submittals for accuracy.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to complete the activities as defined in this PWS except for those items specified as Government furnished property and services. The work includes conducting required services for which the United States Department of the Army is statutorily responsible; addressing any and all environmental, scheduling, and regulatory issues; and assuming contractual liability and responsibility for the achievement of the Contract Requirements identified in Table 2 of this PWS. The Contractor shall comply with all applicable Federal, state and local laws and regulations and achieve the requirements of this PWS in a manner that is consistent with any applicable orders or permits, all existing cleanup agreements or guidance for the installation, and relevant DoD and Army regulations, policies, and procedures.

Period of Performance
The period of performance shall not exceed the seven (7) year period from the date of award. The Contractor shall prepare a detailed schedule for all work and submit it to the USACE Project Manager (PM) and ODCS G-9 BRAC Div PM prior to starting any work. The schedule shall establish milestones based on major submittals specified in this contract and must show completion of the base tasks within 60 months from date of award.

Place of Performance
The work to be performed under this contract will be performed at the installations listed in Table 1 (Defense Depot Memphis Tennessee (TN), Fort Barfoot (formerly Fort Pickett) Virginia (VA), Fort Sheridan Illinois (IL), Sacramento Army Depot California (CA)) and the Contractor’s offices.
