BPA- Drug Screening Services

Background
The Bureau of the Fiscal Service, on behalf of the Corporation for National and Community Service (AmeriCorps), is seeking to establish a Blanket Purchase Agreement (BPA) for Drug Screening Services.

The AmeriCorps National Civilian Community Corps (NCCC) aims to strengthen communities and develop leaders through team-based national and community service. The contract is intended to assist AmeriCorps in meeting compliance requirements for drug screening services for its members, which includes approximately 1,540 members annually.

Work Details
The contractor will provide drug screening services that include:
- Conducting urine testing for drug screenings.
- Providing two separate types of drug screenings when required: a nine-panel drug screening that tests for substances including amphetamines, cocaine metabolite, marijuana metabolite, opiates, phencyclidine, barbiturates, benzodiazepines, methadone, and propoxyphene; and a synthetic drugs screening for synthetic cannabinoids (K2/Spice) and synthetic stimulants (Bath Salts).
- Utilizing Gas Chromatography/Mass Spectrometry (GCMS) for confirmation screening of positive results.
- Ensuring all screenings are conducted at certified laboratories compliant with federal regulations.
- Providing customer support seven days a week and allowing walk-in screenings without appointments during normal business hours.
- Maintaining confidentiality in accordance with HIPAA and ADA regulations.

Period of Performance
The anticipated period of performance includes one 12-month base period followed by four 12-month option periods.

Place of Performance
The services will be performed at various locations throughout the United States, its territories (including Puerto Rico and Guam), and the District of Columbia. Screening locations must be within 60 miles of each regional campus.
