U.S. Customs and Border Protection (CBP), Office of Information and Technology (OIT) is seeking market research information from industry to assist with the development and planning of the Border Enforcement & Management Systems recompete of the BEAGLE contract (Border Enforcement Applications for Government Leading-Edge): Systems & Applications Integration & Lifecycle Support (SAILS). CBP intends to solicit and award a Single-Award Blanket Purchase Agreement under FAR Part 8.4. CBP intends to release a secondary Request for Information (RFI) to prospective offerors who intend to bid as primes to this requirement. Companies who intend to respond to the forthcoming RFI and subsequent solicitation as a prime offeror should send responses to the below no later than Monday, June 01, 2026 via email to Ryan Lastrella at ryan.lastrella@cbp.dhs.gov and Virgil Rogers at virgil.m.rogers@cbp.dhs.gov. Failure to do so may result in information not being properly received by the Government. Please respond to the below questions:

1. Do you intend to submit a proposal as the prime contractor? If so, please provide the following:

Background

Work Details
The contractor will ensure that the Border Enforcement Management Systems Directorate (BEMSD) achieves greater integration, automation, innovation, cost savings, and efficiencies within its application portfolio using agile methodologies. Key tasks include:

2) Operations & Maintenance: 24x7 support for existing applications;
3) Modernization: Updating legacy applications with AI-driven solutions;
4) Security: Conducting audits and implementing best practices;
5) Integration: Ensuring compatibility with other CBP and DHS systems;
6) Project Intake: Standardizing processes for project requests;
7) Customer Expectation Management: Managing stakeholder relationships;
8) Data Analytics: Enhancing decision-making through improved data management;
9) Program Management Support: Providing operational and technical support.
