-Boot, Temperate, Coyote, NSN: 8430-01-632-2412

-Solicitation SPE1C1-16-R-XTBD (number to be determined) will be Unrestricted for Lot 0001 to Lot 0003 represent 83.4% of the total requirement for the Boot, Temperate, Coyote. And Lot 0004 will be a Small Business Set Aside and the quantity will represent 16.8% of the total requirement for the Boot, Temperate, Coyote. A fifth (Lot 0005) unrestricted lot consisting of 16.8% of the total requirement will also be included in case Lot 0004 is dissolved because there are no eligible small business offerors. These will be one-year individual contracts.

-Items are to be manufactured in accordance with GL-PD 11-01 DATED 11 March 2011

-Destination: VSTQ (Pendergrass, GA)

-Production lead-time: 120 days after date of award.

-Solicitation SPE1C1-16-R-XTBD (number to be determined) will be evaluated on a best value source selection procedures, requiring submission of PDMS, Past Performance, and for the unrestricted portion only: Small Business Support.

This solicitation will be issued with a total of four Lots, resulting in four separate contracts. Lot 0001 through Lot 0003 will be Unrestricted and the quantity will represent 83.4% of the total requirement for the Boot, Temperate, Coyote. Lot 0001: Min: 43,200 Pr, AEQ: 172,800 Pr, Max: 216,000. Lot 0002 Min: 24,000 Pr, AEQ: 96,000 Pr, Max: 120,000. Lot 0003 Min: 18,282 Pr, AEQ: 73,128 Pr, Max: 91,410. Lot 0004 Min: 17,280 Pr, AEQ: 69,120 Pr, Max: 86,400 will be a Small Business Set Aside and the quantity will represent 16.8% of the total requirement for the Boot, Temperate, Coyote. A fifth (Lot 0005) unrestricted lot consisting of 16.8% of the total requirement will also be included in case Lot 0004 is dissolved because there are no eligible small business offerors. Destination: VSTQ-Pendergrass, GA. Items to be manufactured in accordance with GL-PD 11-01 DATED 11 March 2011. Production lead time is 120 days after date of award.

Offeror should register to receive notification of this solicitation or solicitation amendments. The solicitation will be posted on https://www.dibbs.bsm.dla.mil/ on or after June 30, 2016. Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the System for Award Management (SAM) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen 2AQWand a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
