Book and Audio Book Point Plan

Background
The Department of the Air Force Library Program has a requirement for a book collection development point system that enables the Department of the Air Force Libraries Division to provide books and audiobooks. The goal is to procure a book point plan for books requested throughout the year by DAF Libraries and shipped worldwide from a known vendor in the library marketplace. This sources sought notice is published by the United States Air Force (USAF) to conduct market research to determine available businesses capable of providing an alternative product that meets specified characteristics.

Work Details
The contract requires the following products and services:

1. A system that provides materials for collection development in book format.
2. Reliable monthly selection lists ensuring new release or high demand titles, with options for older titles.
3. Access to new releases, current best sellers, and a back catalog of older material.
4. Access to vendor's pre-publication lists and information about other available titles.
5. General content must cover all genres including drama, comedy, mystery/thriller, fantasy/science fiction, action/adventure, animation, foreign language; both non-fiction and fiction on general topics such as biography, travel, history, military, personal development, health and psychology.
6. A multi-tier web-based system for review and selection with unique logins for librarians to select items and submit orders.
7. Selections allowed throughout the month for multiple libraries.
8. Must be a current book wholesaler in the library marketplace with access to over 19 million books, music, movies, etc.
9. Real-time stock check for distribution centers is required.
10. Ability to ship books to up to 115 libraries with no return required for items received in error or unacceptable condition at no additional cost to the customer.

Period of Performance
Projected period of performance is from September 2, 2026 – September 1, 2027.

Place of Performance
Products will be shipped worldwide with specific shipping locations including New York, NY or San Francisco, CA.

Bidder Requirements
Bidders must be current book wholesalers in the library marketplace working with publishers and must provide customer service representatives dedicated to resolving service issues. They must also provide a username & password for VCL testing platform access.
