Background
The Department of Veterans Affairs (VA) is issuing this solicitation as a Request for Quotes (RFQ) for Boiler Safety Device Testing Services specifically for the VA Central California Health Care Systems. This acquisition is set aside for Small Businesses, with the goal of ensuring the safety and operational efficiency of boiler systems within the healthcare facilities.

Work Details
The contractor will be responsible for providing comprehensive Boiler Safety Device Testing Services, which include:

- Inspection, testing, and operational verification of boiler plant equipment;
- Completion of Government-provided forms and checklists;
- Identification and reporting of deficiencies;
- Submission of all inspection/testing documentation related to pressure vessel inspection items and BEI safety devices as outlined in Attachment A - Equipment and Safety Device Inventory.

Period of Performance
The anticipated period of performance spans from September 1, 2026, to August 31, 2030, consisting of a base year plus three option years.

Place of Performance
The services will be performed at the VA Central California Health Care System located at 2615 E. Clinton Avenue, Fresno, CA 93703.

Bidder Requirements
Bidders must meet the following requirements:

- Small Business Set Aside - Total (SBA);
- Possess necessary contractor licenses relevant to boiler safety device testing;
- Provide bid/payment/performance bonds as required.
