Description

General Description: Building 357, is located at 10215 Brubeck Rd. Fort Belvoir, VA 22060. The building is a testing lab with associate offices for the Research and Technologies Integration Directorate. The building was built in 1965, is a two-story building with large between floor utility spaces and a one-story penthouse level. The building has an area of approximately 101,660 square feet.

Existing conditions:

B357 is an aging building showing signs of deferred maintenance. The two-story portion of the building is constructed with concrete masonry units with a brick veneer and has a low-slope gabled roof with a modified bitumen roof finish. The penthouse has a steel frame with insulated steel panel veneer and a low-slope gabled roof with a modified bitumen roof finish. An electrical and mechanical yard is at the south end of the east elevation.

This project addresses the steam boiler problems, leaks, and improper function. There are several obsolete systems (particularly heating) are still present. The steam boiler located outside mechanical room in the boiler room is inoperable. The steam boiler currently serves an HVAC load and a domestic hot water supply load. The intent of this project is to demolish the existing steam boiler and its associated equipment to replace it with 2 natural gas hydronic boilers that meet the HVAC load and provide a separate electric water heater to meet the domestic water supply.

Background
The Directorate of Public Works at Fort Belvoir, VA is issuing this contract for the repair of the boiler system in Building 357, which serves as a testing lab and offices for the Research and Technologies Integration Directorate.

The building, constructed in 1965, has been showing signs of deferred maintenance and requires significant upgrades to its heating systems to ensure operational efficiency and reliability.

Work Details
The contractor is responsible for providing all management, materials, labor, equipment, transportation, and services necessary to design-build and repair the boiler system in Building 357. The scope includes:
1) Demolition of the existing steam boiler and associated equipment.
2) Installation of two natural gas hydronic boilers that meet HVAC load requirements.
3) Installation of a separate electric water heater for domestic hot water supply.
4) Architectural repairs to ceilings, walls, and floors affected by the installation.
5) Structural support validation and provision of new concrete pads for mechanical equipment.
6) Mechanical work including removal of existing systems (boiler, condensate pump, controls), installation of new high-efficiency boilers with necessary piping and controls integration.
7) Electrical work to ensure proper operation of new systems including control devices interfacing with existing systems.
8) Compliance with all applicable codes and guidelines throughout the project.

Period of Performance
The performance period for this contract is 365 calendar days from the Notice to Proceed (NTP), which will be issued 15 calendar days after award. The contractor must complete design within 90 calendar days after NTP.
