Description

This is a PRE-SOLICITATION NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this pre-solicitation notice is to notify potential offerors of the upcoming solicitation for providing Boiler Maintenance and Repair Services for Naval Submarine Base New London in Groton, CT. The work includes but is not limited to providing all labor, management, supervision, tools, materials, facilities, transportation, equipment, and all other items necessary to provide the services as described in Performance Work Statement of the Request for Proposal (RFP).

The services will be acquired using commercial procedures under FAR Overhaul Part 12. A Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract is anticipated. The contract term will be a base period of 12 months plus four (4) 12 month option periods, to be exercised at the discretion of the Government. with an estimated contract start date of September 2026.

The Government intends to award a contract resulting from the solicitation to the responsible offeror with the Lowest Price Technically Acceptable (LPTA). Proposal based on the following evaluation factors:

The offeror's proposal shall contain a response to each of the evaluation factors in the form prescribed by the solicitation. The resulting contract will be awarded to the responsible offeror whose proposal, conforming to the Request for Proposal, will be most advantageous to the Government . Price, base plus options, and all other evaluation factors will be considered. Corporate experience and past performance, when combined, are approximately equal when combined and compared to price.

The procurement method shall be using Simplified Procedures per FAR Overhaul 12.201.1.

A sources sought notice was posted on 20 March 2026 under Notice ID 6146079 to determine availability and capability of businesses to perform the requirement. Based on the market research results, the proposed contract listed here is Unrestricted. The North American Industry Classification System (NAICS) Code for this requirement is 238220 with a size standard of $19,000,000.00.

Prospective contractors must register in the System for Award Management (SAM) at https://www.sam.gov database prior to award. Bidders are hereby notified that failure to register may render their firm ineligible for award. Contractors will be required to submit verification of their firm's registration in the SAM Database with their proposal. Online Representations and Certifications will be required on this contract per clause FAR Overhaul 52.204-7 System for Award Management, available on the FAR website https://www.acquisition.gov.

All prospective offerors are encouraged to register on the above website for this procurement when specifications and associated documents become available. Notification of any changes to for this solicitation (i.e. amendments) shall be made ONLY on the web site. It is therefore the offeror's responsibility to check the web site for any posted changes to the solicitation.

The Solicitation should be available on or about 20 May 2026.

The Site Visit will be scheduled on or about 04 June 2026.

Request for Information (RFIs) will be due on or about 18 June 2026

Proposals will be due on or about 16 July 2026.

Background
The upcoming solicitation is for Boiler Maintenance and Repair Services at Naval Submarine Base New London in Groton, CT. The intent is to provide comprehensive services including labor, management, supervision, tools, materials, facilities, transportation, and equipment necessary for the maintenance and repair of boilers. Work Details
The scope of work includes:
- Repair or replacement of refractory brick, plastic refractory, castable refractory, boiler tubes, burners and generators, and applicable valves;
