The contractor shall provide all management, personnel, vehicles, equipment, supplies, tools, materials supervision, and other items and non-personal services necessary to perform boiler operation and maintenance as defined in this Performance Work Statement (PWS). This includes the planning, coordination, and surveillance of the activities necessary to ensure effective work performance and timely resources application to accomplish all tasks under the contract.

Background
The contract is issued by the 92nd Civil Engineer Squadron (CES) at Fairchild Air Force Base (FAFB), Washington. The mission of the 92nd CES is to provide comprehensive engineering support for base operations. The goal of this contract is to ensure effective operation and maintenance of boiler systems, which are critical for heating and other operational needs at the base.

Work Details
The contractor shall provide all management, personnel, vehicles, equipment, supplies, tools, materials supervision, and other items necessary to perform boiler operation and maintenance as defined in this Performance Work Statement (PWS). Key tasks include:

1. Operation and attendance of boilers including Preventive Maintenance (PM), Corrective Maintenance (CM), and inspections.

2. Boiler attendance requires a minimum of one person on shift 24/7 during seasonal operation; one person on an 8-hour shift 7 days a week for extended operation; and one person on an 8-hour shift 5 days a week for the remainder of the year.

3. Quality control program to ensure services conform to standards in the PWS.

4. Administrative services including maintaining accurate records and files, formatting reports in Microsoft Office or Adobe format.

5. Coordination with Civil Engineer CORs regarding job priorities and schedules.

6. Specific responsibilities for steam boilers and hydronic boilers as detailed in Appendix 4, including maintenance of associated components like gas lines, pumps, flue pipes, etc.

7. Equipment labeling with contractor information within two weeks of award.

8. Quarterly condition reports on all boilers and associated equipment.
