Background
The Department of Veterans Affairs (VA) is seeking a contractor to provide comprehensive maintenance services for the Boiler/Chiller Plant at the Garland VA Medical Center. The goal of this contract is to ensure that the boilers, chillers, and Combined Heat and Power (CHP) Plant operate safely and efficiently while complying with emission requirements set by the Texas Commission on Environmental Quality (TCEQ).

This contract will consist of a base year plus four one-year option periods.

Work Details
The contractor shall perform the following tasks:
1. Testing and inspections of the Boiler/Chiller Plant.
2. Preventative maintenance to ensure optimal operation.
3. Corrective repairs as needed to address any issues that arise.
4. Emergency repairs and service calls available 24/7 with specific response times: one hour acknowledgment by phone and two-hour onsite response.
5. Routine services must restore equipment to full service within 48 hours, with a certified technician on-site within 12 hours of service acknowledgment.

The contractor must also provide a full-time project coordinator to manage onsite activities, ensuring compliance with VA standards and coordinating all service-related tasks.

Period of Performance
The contract will have a base period from March 14, 2026, to March 13, 2027, with four additional option years extending through March 13, 2031.
