Background
The USDA Agricultural Marketing Service (AMS), Cotton and Tobacco Program (CTP), Grading Division, is responsible for providing unbiased, science-based fiber classification services to support the efficient marketing of U.S. cotton.

The Corpus Christi Classing Office plays a critical role in this mission by operating specialized laboratories that require tightly controlled environmental conditions supported by industrial-grade mechanical systems.

This solicitation is for the repair and replacement of a failed boiler blowdown drainpipe at the Corpus Christi facility, which is essential for maintaining operational reliability and preventing structural damage.

Work Details
The contractor shall provide all labor, materials, equipment, tools, supervision, and incidentals necessary to complete the repair of the sub-floor boiler blowdown drainpipe.

Work includes:
1. Pre-Work Activities: Conduct site visits to verify existing conditions; coordinate work schedules with USDA facility management; identify and mark utilities; implement safety measures.
2. Demolition and Access: Saw-cut and remove concrete floor to expose the failed drainpipe; excavate sub-grade material as needed; protect adjacent systems from dust and vibration.
3. Drainpipe Removal: Remove existing damaged drainpipe and dispose of debris per regulations.
4. Installation of New Drainpipe: Install new high-temperature piping (e.g., Schedule 80 steel or copper); ensure proper slope and secure connections; provide thermal protection if required.
5. Testing and Verification: Perform leak testing and functional flow testing; verify proper drainage from the system.
6. Concrete Floor Restoration: Backfill sub-grade material; install vapor barrier if applicable; pour and finish new concrete slab to match existing conditions; allow curing time before returning equipment to service.
7. Site Cleanup: Remove construction debris and restore the mechanical room to operational condition.

Period of Performance
The contractor will commence work within five calendar days after receiving notice to proceed and must complete all work within 120 days after notice to proceed.
