Description

The Naval Air Warfare Center, Weapons Division, China Lake, CA. intends to procure, on an other than full and open competition basis from Boeing Aerospace Operations Inc., 6001 S. Air Depot Blvd., Oklahoma City, OK, a five year Cost-Plus-Fixed-Fee Indefinite Delivery Indefinite Quantity Task Order Contract with an estimated level of effort of 103,729 hours per year or a total of 518,646 hours for the five-year period in order to provide Contractor Engineering Technical Services (CETS) and Contractor Field Services (CFS) at various Fleet shore activities for the purpose of informing, instructing, and training Navy, Marine Corps military and civilian personnel to be proficient in the installation, operation, and maintenance to include technical guidance and advice to resolve unusually complex technical problems. CFS technical expertise is categorized by Aviation Core Disciplines. This acquisition is for CFS type of Engineering Technical Services (ETS) in support of the AV-8B, EA-18G, F/A-18, C40 and P-8 aircrafts Avionics, Airframes, and Electrical systems and associated support equipment listed in paragraph 3.2.3 of the SOW. This acquisition also includes the Logistics Service Representatives (LSR) Core Discipline.

The Government intends to negotiate solely with Boeing Aerospace Operations Inc. per FAR 6.302-1, Only One Responsible Source, as no other source of supplies will satisfy agency requirements. Boeing Aerospace Operations Inc. is the OEM and controls the required Level III Engineering Technical Data Package (TDP) for the aforementioned aircraft.

This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing these services may submit a written response by December 18, 2018, which shall be considered by the agency. The written response shall reference solicitation number N68936-18-R-0043 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, and schedule. Please note that the government does not intend to procure the required Level III Engineering Technical Data Package (TDP) on the aforementioned aircraft from the OEM and that any response which proposes gaining access to the required TDPs through NATEC or NAVAIR will not be considered.

Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
