BOA In Support of NP2000, 544460, and 54H460 Propeller Systems   3

The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD intends to issue a Basic Ordering Agreement to Collins Aerospace on a sole source basis for the procurement of supplies and services in support of engineering services, logistics services and modification kits in support of NP2000, 54460, and 54H60 propeller systems. The services and supplies will provide technical assistance, flight test and evaluation support, sustaining engineering, and logistics/modification support for the NP2000, 54460, and 54H60 propeller systems including the Component improve program (CIP). Additionally, this BOA will be in support of depot-level maintenance, component repair and repair development for only the NP2000 propeller system.

The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Collins Aerospace is the sole designer, developer, manufacturer and integrator of the NP2000, 544460, and 54H460 Propeller Systems and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. The BOA will be available for issuing orders for a period of five (5) years.
